12 <br /> Board of Selectmen <br /> Minutes <br /> September 23, 2002 <br /> NEW BUSINESS: <br /> Heron Alewives Regulations: <br /> The Herring/Alewives Fishery Regulations as drafted by Police Lieutenant <br /> John Read was presented to the Selectmen for review and approval. <br /> The above referenced agenda topic was deferred for full member quorum. <br /> APPOINTMENTS AND HEARINGS: <br /> MMR Update: <br /> Colonel Materia, Director of the Environmental& Readiness Center and <br /> Colonel Quenneville, Commander of the 102nd Fighter Wing, Air National <br /> Guard were present to discuss future building projects planned to <br /> modernize the base and a lease extension needed to begin those projects. <br /> An executive summary of the base renovation plan, The Otis 2000 Study <br /> was distributed to the Selectmen for review. The plan provides <br /> documentation for the implementation of a fifteen-year construction <br /> program necessary to renew the facilities due to the aging infrastructure. <br /> As a result of all of the requirements for the operation of the military <br /> programs a twenty-five year lease is considered as the most cost effective <br /> option to maintain Camp Edwards as a viable training facility. The lease <br /> would also bring forth a commitment from the area residents for the <br /> continued existence of the MMR and its programs. <br /> The plan calls for the consolidation of facilities and operations to improve <br /> overall operational efficiency. Future training activities with military and <br /> non-military organizations are proposed. <br /> The concept of the Northeast Regional Defense Center for Homeland <br /> Defense Training is to integrate academic, the private sector and military <br /> experts in homeland defense to create a center of excellence. The regional <br /> training center would be aligned with.the President's national Strategy for <br /> Homeland Security. It was noted that the MMR currently serves as a <br /> Homeland Defense Training Center for the Army National Guard, Air <br /> National Guard and US Coast Guard—Air Station Cape Cod. The MMR <br /> also provides multi-military, federal and civilian training. <br />
