\ 10 <br /> Board of Selectmen <br /> Minutes <br /> November 4, 2002 <br /> APPOINTMENTS AND HEARINGS: <br /> Charter Commission: <br /> The Board of Selectmen met with members of the Charter Commission for the <br /> purpose of discussing the existing structure of Town government and <br /> recommendations to streamline the process to better serve the community and <br /> citizens of the Town of Mashpee. <br /> The following issues and recommendations were considered; <br /> Hiring and Promoting Process of Police Officers <br /> To authorize the Chief of Police as the appointing authority in the hiring and <br /> promoting'process of Police Officers. <br /> The Board of Selectmen would remain involved in the grievance process and <br /> maintain control of steps. Change would streamline the present process. The Fire <br /> Chief is presently the appointing authority for the hiring and promoting of Fire <br /> Department personnel. <br /> Appointed or Elected Boards/Committees <br /> Recommendation to carefully review and evaluate existing boards and <br /> committees. Should they be appointed.or elected? <br /> Independent boards/committees-Elected. <br /> Supportive boards/committees—Appointed. <br /> i <br /> Health Benefits <br /> Health benefits for elected officials deemed expensive. Review possible <br /> grandfathering and the elimination of health benefits for elected officials <br /> Make-up of Town Government <br /> 5 Member Board of Selectmen <br /> Town Administrator <br /> Pro: Present make-up works well, process is streamlined <br /> 7 Member Board of Selectmen—To include 2 members at-large <br /> Pro: Increase citizen participation <br />
