Board of Selectmen Minutes
March 12,2001
Page Three.
Budget Discussion(continued)
Council on Aging(continued
New Position Outreach Assistant line item.
Mr. Long was present at the meeting and handed out information to the BOS and read the
Budget Notes from the Mashpee Council on Aging regarding the Outreach position.
The COA has seen an increasing number of seniors coming to the Senior Center and an
increase in population of seniors in the Town and an Outreach Program would augment
it. They would be willing to withdraw the request this year for two reasons. Last year
the Town approved a Senior Clerk position who can pick up some of the activities and
through the Executive Office of Elder Affairs they secured a grant for a 10-12 hour per
week Volunteer Coordinator position who can do some things an outreach department
does. The COA will withdraw the request this year but at some point in time the grant
will be running out and they will have to address again.
Selectman Marsters made motion to remove Outreach Assistant position from the
Council on Aging budget.
.Motion seconded by Selectman Taylor
VOTE: Unanimous. 5-0
Library:
Part-time salary line item on hold The Library is requesting an additiona17.5 hours per
week for Circulation Assistant, going from 30 hours to 37. 5 hours. They now have one
person at 19 hours and two people at 30 hours and want one person increased to 37.5
hours. Selectman Marsters said he has no problem with this but would like it noted that
there is a nibble tactic going on each year.
Remove from hold.
Leisure Services:
Mr. Gus Fredericks,Leisure Services.Director asked,to be heard regarding questions on
the Leisure Services budget-Child Care Coordinator position funded out of the
Revolving Fund for the past 5 years. Discussion followed concerning moving the
position as an appropriated item. Mr.Fredericks apologized for not being present when
the BOS discussed this position but would like to sit down with the BOS Chairman and
liaison to review the revolving account. Some of the funding they could save in the
revolving account could bring part time staff salaries up and stabilize fees they are
charging for the program. Chair Leveille explained it is more a procedural or policy issue
of hiring people through the revolving fund as Town employees versus bringing into
regular wage account in the general fund. Sometime in the future they will come back
and discuss this matter.
CIP Discussion:
Correspondence was received from the Town Administrator dated March 7, 2001
regarding the Capital Improvement Program enclosing a copy of the report and
recommendations of the Committee for the FY 2002 capital budget. They have done a
great job in trinuning down requests,from$20,964,300 to the recommended amount of
$777,400. The Committee is looking for guidance and direction from Selectmen to
Q
