Board of Selectmen Minutes February 28, 2000 APPOINTMENTS AND HEARINGS: Talanian Realty— Southcape Factory_Outlet: Mr. Charles Talanian was present with his associate to update the Selectmen on the Southcape Factory Outlet. A hearing is scheduled with the Cape Cod Commission on Thursday,March 16, 2000 at 7:00 p.m. Correspondence was received from the Chief of Police, the Fire Chief and Director of Public Works relative to access and traffic issues. The Selectmen related concern with respect to the suggestion that the Mashpee Land and Conservation Trust (MCLT), a private entity, would handle the land restriction opposed to the Mashpee Land Bank and/or Mashpee Conservation Commission. In addition to the resolution to handle the land restriction, the Cape Cod Commission has issues relative to the actual wastewater flows which further reduce nitrogen levels, the increase of off-site open space, availability of adequate labor force given the Cape Cod labor shortage, traffic volumes on Route 28, increase in accidents, and mitigation measures. A complete report was prepared by Talanian Realty Co. dated February 2000 relative to the joint review process. Class II Used Car License—Michael Colombo: Selectman Marsters re-opened the Public Hearing on the application of Michael Colombo for a Class 11 Use Car License at 440 Nathan Ellis Highway, Mashpee. i Mr. Colombo was present to discuss the license application with the Board of Selectmen. Mr. Colombo indicated that he is in the plumbing/heating trade and is interested in obtaining a license to sell motor vehicles. The Board related concern with respect to increased small car sales in the Town of Mashpee, and the proximity of the subject location in the area of residential homes in addition to the Town ordinance to maintain access to a repair facility for warranty purposes.
