4 <br /> Board of Selectmen <br /> Minutes <br /> March 13, 2000 <br /> APPOINTMENTS AND HEARINGS: <br /> Melanson Heath& Com-pany—Exit Interview: <br /> Frank Byron of Melanson Heath & Company was present to discuss the <br /> general financial condition of the Town with members of the Board of <br /> Selectmen and interested public. <br /> As noted, the Town is in very sound financial condition having well <br /> maintained accounting records. The financial statement is in basic <br /> accordance with generally accepted accounting principals. <br /> The management letter outlined improvements in the Treasurer/Tax <br /> Collector's Office. Recommendations include; <br /> Improve automation in the Treasurer/Tax Collector Office <br /> Check Register/Validator System <br /> Check Signing Machine <br /> Boat Excise Taxes Timing of Issuing <br /> Additional information is contained in auditor's report. <br /> Cape Cod Commission. <br /> Mashpee's representative to the Cape Cod Commission, Ernest Virgilio <br /> was present with Margo Fenn, Executive Director and John Litman, <br /> Deputy Director and Chief Planner to discuss activities pertaining to the <br /> Town of Mashpee. <br /> It was noted that eight to ten development of regional impact(DRI) issues <br /> are presently being reviewed in Mashpee. Construction project proposals <br /> include,the Talanian project, Mashpee Commons expansion project,the <br /> Willowbend Golf Course expansion proposal, New Cape Club Golf <br /> Course,and a twenty-seven acre commercial subdivision. <br /> In addition,the CCC is working with the wastewater facilities plan and <br /> Watershed Committee to review wastewater and water quality impacts. <br /> Ms. Fenn recommended the Board consider charging Impact Fees to offset <br /> increased municipality costs to address the water quality problem. <br />
