Finance Committee Minutes <br /> March 21, 1991 <br /> Page 3. <br /> Deirdre .-motioned that the Committee reconsider their recommendation <br /> of the $50,000 for the triennial revaluation and consider a <br /> 222- override; - There was no second to this motion. <br /> Carl motioned for reconsideration of Article 24 for the CLAMS <br /> program. Jim seconded this motion for reconsideration. -Carl <br /> noted that he thought that the Committee. had a consensus as did <br /> the Selectmen, that 22 overrides , were not considered as part <br /> of this budget. He stressed that this would open up' the "floodgate" <br /> for all kinds of overrides. Deirdre stated that it was her opinion <br /> that if there is no money in the budget and there is something you <br /> want - you have to come up with the money -- and the people should <br /> have the opportunity to make the decision. Carl stressed that there <br /> have been things that have been cut that are a lot more important <br /> than CLAMS. <br /> Carl withdrew his motion for reconsideration of the CLAMS override. <br /> Carl noted however that the Finance Committee should make a <br /> formal decision on 212 overrides. Jim stated that he hesitated <br /> to do this as two members were not present. This will have to be <br /> addressed when all members are present. . <br /> Article 27 seeks to have $7,800 set aside- to purchase the bog irrigation <br /> system for the Quashnet River Cranberry Bogs as per the agreement, <br /> with the operators and extend for another three years appropriations <br /> totalling $22,200 approved at the 87 and 88 Annual Town Meetings <br /> Kevin noted that the town- currently has a fund to purchase the <br /> irrigation system at the bog. There are three more crop yields <br /> upon which the town will derive revenue from the current operators. <br /> It is recommended that the- last two years of revenue from the. <br /> bog which is approximately $25,000 •;,kbeused to <br /> for the buyout of the system. At that time the town will determine <br /> what is to be done with the brogs. .Thepresent operator has indicated. <br /> that he will no longer do it.. An irrigation system in place would <br /> make the bog more marketable if the town should decide to sell or- <br /> workable if the town decides to operate it. <br /> Kevin stated that it will be his recommendation to the Selectmen <br /> that the Article for the $7,800 be deleted and- that the money in <br /> the fund at present remain and use the Last two year's revenue for <br /> the irrigation buyout. <br /> The $7,800 is a portion of this year's yield. Jim noted that the <br /> $25,000 in bog receipts had been calculated into the revenue. <br /> Kevin stressed that there really was no sense going forward with <br /> this article as there was a scheme in place. Jim noted that at <br /> present it is not sure if this will be on the warrant and he <br /> questioned the Committee what they would like to do. <br /> John Ferriday motioned that the Finance Committee not recommend <br /> this Article if it does appear on the Annual Town Meeting Warrant . <br /> as it appears on the.draft Warrant. Deirdre seconded the motion. <br /> There was unanimous agreement. <br />
