Finance Committee Minutes <br /> March 21, 1991 <br /> Page 4. <br /> Articles these are the 5 human services Articles and the total of them <br /> 31 is $15,288 <br /> 34 Deirdre stated that she would like to see some funding for these <br /> 3b Articles. Kevin noted that changes can not be made to the Warrant <br /> 37 Articles, however they can be amended on Town Meeting floor. <br /> 38 Carl stressed that the Committee has never received written contracts <br /> from these agencies or any kind of accounting. Kevin stated that <br /> without written contracts from these agencies the Town Counsel <br /> has recommended that the town not approve. <br /> Carl motioned that all the human services Articles not be recommended. <br /> John seconded the motion. The motion carried with three votes in <br /> favor of the recommendation and two opposed by Deirdre and Jim. <br /> John motioned that the human services Articles be reconsidred and <br /> considred individually. He noted that both Articles 34 and 38 <br /> have provisos that expenditures be under the direction of the Board <br /> of Selectmen. Deirdre seconded the motion. The vote to reconsider <br /> was passed 3 to 2. The two opposing votes were by Carl and Tony. <br /> Carl motioned that the Finance Committee not recommend Articles <br /> 31, 34, 36, 37, and 38. There was no second to this motion. <br /> Deirdre motioned that the Finance Committee recommend the human <br /> services Articles at $200 each if amended at Town Meeting for <br /> more than $200 they will be subject to an override. John seconded. <br /> The motion had only one vote in favor by Deirdre. <br /> Members agreed to move on and return to a discussion of these Articles <br /> later. <br /> Articles These two Articles do not impact the current budget. The town <br /> 32 has spent $45,000 in engineering costs on the road and <br /> 33 $9-10,000 in legal costs on making the roads public roads. <br /> Now the residents don't want to pay betterment costs and they want <br /> to remain private roads. If it passes the town will not recover <br /> its money. Article 33 wants construction of only two roads. <br /> These Articles will be discussed at a later meeting. <br /> The Finance Committee members turned their attention to the preliminary <br /> budget recommendations. John Ferriday motioned to reconsider the preliminary <br /> recommendations made by the Finance -Committee. Tony Gallo seconded this motion <br /> and all were in agreement to reconsider. <br /> Jim noted that there were some minor accounting adjustments that need to <br /> be addressed._ He noted that there were three adjustments as a result. of the Town <br /> Accountant's . review of slaries included in the budget submissions: <br /> Animal Control add $50 to salary account <br /> Board of Assessors subtract $2,399 from salary account <br /> Town Planner subtract $761 from the salary account <br /> Tony motioned that the Committee approve the salary corrections as stated by <br /> the Accountant . John seconded and there was unanimous approval. <br />
