Finance Committee Minutes <br /> May 20 , 1991 <br /> Page 2 . <br /> The Finance Committee had recommened $91,000 for unemployment <br /> and Jon Jay Associates had recommended that there be $88,000 <br /> in this account . The Chairman noted that this amount should <br /> be o .k. unless there are further adjustments in the School <br /> budget . Jim noted that this will have to be monitored. Jim <br /> noted that one of the things that has the Executive Secretary <br /> further concerned is the condition of the local aid. It <br /> appears that it will be a lot less than projected. This may <br /> need to be adjusted at the October Town Meeting. <br /> The Chairman noted that the budget is out of balance in <br /> the amount of $22 ,000 - $23 , 000 . Temporarily this money was <br /> transferred from overlay but this will have to be monitored <br /> over the summer, and it will depend on free cash. Jim noted <br /> that if tax collections improve it would help free cash. <br /> It is hoped that the tax rate will be set around the first of <br /> October. The rate can not be set until there is a balanced <br /> budget , and at the moment there is not a balanced budget . <br /> The surplus from the school will help. Jim noted that the <br /> tax collections are presently slow. <br /> Members discussed a letter that appeared in the Cape Cod <br /> Times written by Mashpee resident , Everett Thompson, Jr. The <br /> letter expressed his belief that the town should not make <br /> corporate gifts . He was referring to the Human Service <br /> Articles which were passed at Town Meeting in the amount of <br /> $15 , 238 . He noted that there is no guarantee from these <br /> organizations that they will service Mashpee residents . He <br /> stated that it was not the role of town government to replace <br /> grassroots fund-raising activities . Mashpee , he noted is a <br /> non-profit entity and the. people should not be tared to <br /> assume the financial burdens of an organization capable of <br /> privately raising money. He suggested that people contribute <br /> privately as they wish but not force individuals to yield to <br /> those demanding a gift . He noted that he felt it was <br /> unprofessional for a member of the Finance Committee to <br /> endorse these articles . <br /> Jim noted that it was important to recognize the ripple <br /> effect of this vote . The budget was originally out of <br /> balance $6 , 000 and it was the intent to go back into the <br /> omnibus for this , however, with the figure around $23 , 000 <br /> this couldn' t be done and the budget 'rent out of balance. <br /> The long term effect is that if .the tax rate can' t be set the <br /> town has to borrow money again and the town goes into a <br /> deficit in short term borrowing. Tt is hoped that the tax <br /> rate will be set prior to the October Town Meeting. <br /> Members discussed possible conflict of interest .
