2 <br /> Board of Selectmen <br /> Minutes <br /> March 30, 2000 <br /> Board of Health—Transfer Station: <br /> It was noted that the Selectmen awarded the contract to CWM for the <br /> operation of the Transfer Station last July. The five-year bid was <br /> $300,000 less than the bid submitted by Joe DiMaggio,the former <br /> operator of the facility. <br /> Mr. DiMaggio had four trailers on site at his discretion under previous <br /> contract, although the original bid specification required a minimum of(3) <br /> trailers. Present bid specifications set forth a minimum of(2)trailers with <br /> a backup of(1). When asked as to why the number of trailers was reduced <br /> from the specifications,the Board of Health indicated that they wanted to <br /> allow smaller firms an opportunity to bid on the operation of the Transfer <br /> Station. Bid specifications also included estimated tonnage figures to give <br /> competing contractors a reference point for their bids. <br /> Discussion followed with respect to the request for proposal and the <br /> number of trailers deemed appropriate to effectively handle the waste <br /> stream to maintain an adequate level of service to Mashpee residents. <br /> Selectman Marsters opened the discussion to obtain public comment. <br /> Several residents agreed that the Transfer Station has improved, and is <br /> operating in a more efficient manner than in previous years. The issue of <br /> compacting loads and the number of trailers were considered. <br /> Coastal Waste Management representative Raymond Esper suggested the <br /> Board institute a mechanism to assist with the operational procedure of the <br /> Transfer Station. <br /> In addition,Mr. Esper requested the Board support an extra $40,000 per <br /> year as an overcharge or contract amendment to support the use of(2) <br /> additional trailers to handle the trash load on Sundays. An in-depth <br /> discussion ensued. Reimbursement for the length of the contract was <br /> considered. Changes in the operating system for future consideration <br /> include increased recycling efforts that may offset trailer costs. <br /> The option to re-bid for the operation of the Transfer Station was <br /> considered. The potential conflict of interest by one or more members of <br /> the Board of Health was also reviewed. <br />
