Page 3 <br /> a budget analysis. Mr. Baker also mentioned that he felt a moral <br /> obligation to fund the 4 and 6 o raise because of the support of <br /> other town departments and employees. He stated that he would be <br /> happy supporting a transfer of approximately $55,000 . John, <br /> Ferriday MOTIONED to support Article 27 at $55,362. Ed Baker <br /> seconded the motion and members voted 3 in approval and 2 opposed. <br /> In approval were Ed Baker, Deirdre Greelish and John Ferriday. <br /> Opposed were Dan Goggin and Denise Sullivan. Chief Ridgeway had <br /> explained that without this transfer, the department would need to <br /> cut hours and employees therefore endangering the town. <br /> Rick York, Shellfish Constable, was also present at the meeting to <br /> discuss Article 26. This Article asks the town to vote on making <br /> the Shellfish Constable a full time employee, year round. It also <br /> asks that a transfer be made from available funds of $3 ,520 to the <br /> Shellfish Salary and Wage Account for the funding of a Waterways <br /> Assistant this past summer. Mr. York explained that to fund a full <br /> time Shellfish Constable for the rest of the fiscal year 1993, an <br /> allocation of $67 + $3,520 (waterways assistant) totalling $3 ,587 <br /> from available funds is needed. Dan Goggin MOTIONED to approve <br /> Article 26 and John Ferriday seconded the motion. Members voted 2- <br /> 3 in disapproval. John Ferriday and Dan Goggin in approval . <br /> Deirdre Greelish, :Ed Baker and Denise Sullivan opposed. Mr. Baker <br /> explained that he does not feel comfortable with the Shellfish <br /> Constable and the Harbormaster being full time. He still feels <br /> .that the positions could be combined and the possibility of it <br /> should be explored further. He stated that the cost of a combined <br /> salary for the Shellfish Constable and Harbormaster plus the hiring <br /> of assistants would be less than keeping the departments separate. <br /> ARTICLES <br /> Members then discussed the remaining Articles which would appear on <br /> the October town warrant and discussed whether or not to 'recommend <br /> each Article. Beside each Article number, it will be written <br /> whether or not it was recommended by the Finance Committee, with a <br /> brief description of each Article. The Articles discussed on prior <br /> pages of these minutes will be eliminated from this list. <br /> Article 2: Not recommended. Replacing funds in the Public Works <br /> Department budget which were required to address drainage problems <br /> which occurred during recent storms. <br /> Article 3: Recommended. This Article would allow Bed and Breakfast <br /> operations with up to nine guest rooms in commercial zoning <br /> districts. <br /> Article 4: Not recommended. Appropriate a sum of money for repairs <br /> to Donna's Lane and that to raise such appropriation the Treasurer, <br /> with the approval of the Board of Selectmen, be authorized to <br /> borrow one time or from time to time a sum of money under and <br /> pursuant to Ch 44, Sec 7 of MGL, or any other enabling authority. <br /> Article 5: Recommended. Transfer from the DPW Expense Account to <br /> the DPW Capital a sum of money to pay the first year of a three. <br />
