There is a joint meeting scheduled for <br /> the Board of Selectmen and'the Finance Committee on August 9, 1993 <br /> to select and appoint a seventh member to the Finance Committee. <br /> MINUTES <br /> Deirdre Greelish MOTIONED to accept the Minutes of May 25, 1993 and <br /> June 22, 1993 as written. Tony Gallo seconded the Motion and <br /> members voted to accept the Minutes as written by a vote of 4-0. <br /> Denise Sullivan abstaining. <br /> Members then discussed the three resumes received regarding the <br /> appointment of the seventh member to the Finance Committee. Mr. <br /> Ferriday suggested that they attend the joint meeting on August 9th <br /> with an open mind and give each candidate a chance to speak. <br /> ARTICLES <br /> Ms. Greelish informed the committee about her meeting with Mr. <br /> Whritenour and Mr. Vaccaro regarding the October Town Meeting <br /> Articles. She explained that they discussed the funds needed for <br /> the labor contracts when settled. They agreed that the town should <br /> put aside money that would be needed for the union and non-union <br /> contracts, and so Mr. Whritenour thought a separate Article placing <br /> a certain amount of money aside for each department would be better <br /> than placing one lump sum aside for all contracts. Mr. Goggin did <br /> not agree with this Article. Ms. Greelish suggested that he call <br /> Mr. Vaccaro and discuss it with him. Ms. Greelish also explained <br /> that Mr. Whritenour stated that he would not filter the Articles <br /> proposed. There would be an initial draft and a final draft. He <br /> had written to each department head stating that the October <br /> meeting was not a money meeting. There should be no capital <br /> articles. The meeting is for zoning, contracts and the building of <br /> the high school . The final warrant is due on August 23 , 1993 . Ms. <br /> Greelish mentioned that there would be unpaid bill articles. She <br /> also stated that Mr. Whritenour agreed with the Article placing <br /> available funds into Stabilization. She explained that he thought <br /> it would be a good idea to place 5% of the budget into <br /> stabilization. Ms. Greelish also stated that Mr. Whritenour agreed <br /> that the Article should be on the Warrant placing $188,000 from the <br /> excess prepaid betterments to Stabilization, said funds to be <br /> transferred to a Betterment Reserve Account when such is <br /> established. Ms. Greelish mentioned that the Otis Septage Plant <br /> proposal would be on the Warrant. The Article will be for the cost <br /> of the engineering of the pretreatment plant. Sandwich and Mashpee <br /> will both be responsible for the cost. <br />
