Dan Goggin nominated <br /> Marcia King to fill the unexpired term on the Finance Committee, said term to expire in <br /> May, 1994 at which time the term will appear on the Election Ballot to fill an unexpired <br /> term until May 1996. Deirdre Greelish seconded the nomination. <br /> Roll call vote: In favor: Board of Selectmen - Jim Vaccaro, Nancy Caflyn and Judy <br /> Mills. Finance Committee - Dan Goggin, Deirdre Greelish, Denise Sullivan, John Ferri- <br /> day. Abstained: Board of Selectmen - George Costa and Carol Jacobson. Finance <br /> Committee - Roger Dunivan. <br /> The joint convention of the Board of Selectmen and Finance Committee adjourned at <br /> approximately 7:40 (Deirdre did not write down the time). <br /> Board of Selectmen reviews Draft 2 of the Warrant <br /> Draft 2 was the first draft of the warrant reviewed by the Board of Selectmen. Roger <br /> Dunivan gave each of the Selectmen and the Executive Secretary a copy of his memo, <br /> signed by members of the Finance Committee. He censured the Board of Selectmen ver- <br /> bally as well. The major difference was that the Finance Committee felt the Board of <br /> Selectmen should have given Bob Whritenour a directive that no supplemental-budget ar- <br /> ticles were to be placed on the October Warrant, and he should have passed that directive <br /> on to Department Heads before they prepared warrant articles. This they did not do. Jim <br /> Vaccaro kept saying that Bob did what the he was told, which was to bring all warrant <br /> articles to the full Board, not to do-any "weeding." <br /> Dan Goggin said the Finance Committee was surprised by the length of the warrant, con- <br /> sidering we just went through the annual budget preparations less than six months ago. <br /> He then read the Finance Committee Policy statement. Nancy Caffyn asked if the <br /> Board of Selectmen was going to accept the Finance Committee's philosophy or not. Jim <br /> Vaccaro said he could not adopt an inflexible policy without reviewing the articles. <br /> Hence, review of the articles began. <br /> The Finance Committee said it would accept articles to fund contract negotiations, al- <br /> though they would prefer to see contracts funded only at May town meetings in the fu- <br /> ture. The funding in October implies that free cash is an important part of the decision, <br /> and it should not be. It would also accept unpaid bills, transfers between accounts, and <br /> free cash to Stabilization as acceptable articles in the October Warrant. <br />
