Page 3
Committee wants to air on the side of $23 million. Mr. Ferriday
also stated that if the town goes along with $27.7 million then the
Building Committee can then spend $27.7 million on the building
depending on what options they decide. It could be parquet floors,
a swimming pool, how is it decided what is needed? Mr. Griffith
responded that the Building Committee 1 . hired an education
consultant to assist them and 2. hired a project manager to control
the architect. Mr. Griffith explained that the object is to
control construction cost and operating costs. He feels that by
doing it right at the start, the town will save a lot of money in
the long run in operating costs. Mr. Goggin asked again who
determines the options to be built in the school? Mr. Griffith
answered that the Building Committee has to set forward what the
architect needs to design. Ms. King asked if the project control
manager was hired at a fixed cost? The answer was yes, at a total
of $200,000 . Mr. Griffith explained that he is a professional with
his reputation on the line in response to Ms. King asking what
incentive he would have to keep the cost of the school low? Mr.
Griffith stated that presently the consultant is interviewing the
School Committee, Superintendent and Leisure Services Director.
Mr. Goggin asked the Building Committee about the land proposed?
He asked whether the land on Route 151 has the proposed Performing
Arts Center included? Mr. DiNizio answered that the Performing
Arts Center may or may not happen. They need to proceed as though
it won't happen. Mr. Goggin asked what the Article contains for
the amount of acreage? Is it 200 acres? Mr. DiNizio answered that
the town will not be required to purchase any extra land. Mr.
DiNizio stated that he feels comfortable having the Article read to
buy enough land for a high school program and not put acreage
limitations in it. Ms. Greelish asked about the Route 130 site?
The Building Committee stated that the commercial land included in
the site is not being requested in the Article.
The Finance Committee and the Building Committee agreed to go into
Executive Session at 10: 10PM. Executive Session adjourned at
10:20PM.
Ms. King thought that the proposed figure for the school was to
high. She would be comfortable with $25 million. Ms. Sullivan
thought that the Finance Committee should also vote somewhere
between $22 million and $27 million. Most Committee members agreed
that they were not comfortable with choosing one site over the
other and at that time had not made up their minds. Ms. Greelish
felt that there was too much potential with the 130 site for future
litigation. Ms. Sullivan felt that it would be wise for the
Finance Committee to let the Board of Selectmen decide which site
is best. Mr. Goggin suggested that the town should buy both.
Deirdre Greelish MOTIONED to recommend Article 3 to read $24
million rather than $28.7 million. There was no second to the
Motion.
