Ms. Greelish
indicated that the Selectmen recommended $291000, $17 ,000 for new
vehicle and $12,000 for life pack to be in capital line item. Mr.
Goggin asked about the $7 ,000 jaws of life? Mr. Baker noted that
the Department is trying to work that into their operating budget.
Ms. Greelish asked how much money for computers? Mr. Hamblin
stated that there was a need for one new printer. Mr. Goggin
requested that the Department in the future take computers out of
supplies and place in capital . Mr. Hamblin asked if the Committee
could make their recommendations on figures? Mr. Dunivan stated
that he was recommending that training, lap tops and overhead
projector be removed. The Finance Committee was also in agreement
that they would not recommend hiring any new firefighters. Mr.
Goggin asked Mr. Baker to keep the Finance Committee informed
through the year. Possibly update the master plan and discuss it
with the Finance Committee so that there would be a better
understanding of the needs of the department.
POLICE
Chief Curtis Frye was at the meeting on behalf of the Police
Department. Mr. Goggin asked about the article for police
dispatchers. Chief Frye stated that the Department could wait
until the Town Meeting for these finances. Chief Frye was also
asked about the article for overtime for patrolmen. He indicated
that he ran out of money in overtime. Ms. Greelish stated that it
was her opinion that the Department exhausted those funds because
they were used as the new patrolman's salary. She stated that the
Department used $10,000 toward the new patrolman and now overtime
was short.
Mr. Dunivan was still recommending not financing Community
Policing. Mr. Dunivan felt that it was not necessary in Mashpee.
Mr. Goggin mentioned that there were two new patrolmen in the
budget for Community Policing. Chief Frye stated that it is
essential in Mashpee. It involves getting policemen out into the
community and getting the community involved. Mr. Dunivan stated
that the reason he believed the Selectmen were interested in this
was because of reimbursement by grant for the salaries of the two
additional patrolmen. Chief Frye stated that if the grant is
approved then the Department of Justice would pick up 75% of the
cost. Mr. Dunivan indicated that if the funding does not become
available by grant then the town is stuck paying the entire bill at
the end of the 3 years. Mr. Dunivan questioned the Chief as to why
the Town could not apply for the grant and wait for its approval
and then request the 25% of cost? Mr. Dunivan also mentioned that
there are now 2 open slots for SPOs. Ms. Greelish also agreed that
the Town should wait for the grant money to be approved. Mr.
Goggin mentioned that it was the first time that the Finance
Committee received a copy of the grant proposal. Mr. Goggin felt
that the Finance Committee needed some time to review the
information.
