It <br /> q <br /> is noted that Mr. Ball stated that the Department would settle for <br /> $900 for each health agent totalling $2 ,700. Ms. Greelish asked if <br /> the Department was agreeing to $105,319 in payroll? She asked if <br /> this included the two 2% increase? Mr. Ball stated that he thought <br /> this figure contained the increases. <br /> Ms. Greelish asked Mr. Ball to clarify a problem in regard to the <br /> Board of Health secretary which keeps resurfacing. Mr. Ball <br /> informed the Committee that he was not aware that he would be <br /> discussing anything other than the Articles at this meeting. He <br /> stated that he would listen to the questions, but would have to <br /> discuss anything other than the Articles at the next Board of <br /> Health meeting. Ms. Sullivan stated that it was not an urgent <br /> response that was needed, but it would be helpful if Mr. Ball could <br /> find out the answers and get back to the Committee. Ms. Greelish <br /> asked Mr. Ball to turn to the page in their budget that has the <br /> breakdown of salaries. Their secretary is listed twice, once as a <br /> board secretary and secondly as an employee. Ms. Greelish stated <br /> that this is where the Committee finds a problem. Again, Mr. Ball <br /> mentioned that he would bring this up at the next Board of Health <br /> meeting. Ms. sullivan tried to explain so that he could then <br /> explain it at his meeting, that their secretary is in the clerical <br /> union and board secretaries do not get paid a four hour minimum for <br /> taking minutes. It is part of the job description for an <br /> administrative secretary. It was the belief of the Finance <br /> Committee that if the taking of the Minutes takes one hour than the <br /> secretary should be paid her hourly wage for one hour and not be <br /> guaranteed four hours. The PAP has board secretaries who are <br /> guaranteed a minimum of four hours, the Clerical Union does not. <br /> Mr. Ball stated that he would bring this back to the Board, but it <br /> was his impression that a deal was made five or six years ago and <br /> that this is why she is being paid the way she is. Ms. Sullivan <br /> thought that this should be the time to correct it. It was the <br /> Finance Committee's understanding that she is being paid 35 hours. <br /> Mr. Ball understood her to work from 8:OOAM to 3 :30PM and that she <br /> takes an hour lunch. Mr. Ball stated that he was totally unaware <br /> that the Finance Committee would be asking these questions and <br /> would go back to the Board with their questions. Ms. Greelish <br /> informed him that if the Committee agreed to remove $1,400 from the <br /> salary and wage line item, then they wouldn't be removing raises <br /> for the health agents if everyone is getting the increases. It is <br /> the feeling of the Finance Committee, however, that the reasoning <br /> is their secretary is being paid a four hour minimum for minutes <br /> and her pay scale is her regular pay and not that of aboard <br /> secretary. Mr. Ball asked about Diana Lund? Ms. Greelish answered <br /> that she is paid an hourly rate or paid in compensation time. Ms. <br /> Sullivan stated that she is taking out what she is putting in, the <br /> meetings go very late. Mr. Ball asked about the Zoning Board's <br /> secretary. Ms. Sullivan responded that she is paid for 19 hours <br /> each week, even if it takes 22 hours to do the minutes. This was <br /> a newly created position for 19 hours. <br />
