Page 3
There is a reduction by the Finance Committee of $1,887 in salary
and wages. Ms. Greelish believed that there was originally an
error in computation. Mr. Whritenour stated that he had corrected
this error, it had been a wrong step for the Assistant Planner.
Ms. Greelish stated that the Finance Committee is strongly in favor
of using consultants, but the Finance Committee wished to see one
request for the whole amount, not doing it piecemeal. She stated
that she would like to see an Article on the Warrant with a figure
and have that be the only figure. Mr. Vaccaro said that he didn't
believe anybody disagreed with that. Ms. Greelish indicated that
the Finance Committee agreed to go with the Selectmen's number.
POLICE
Mr. Dunivan, liaison, wished to inform the two boards that each
took a totally different approach. Mr. Dunivan believed that the
Finance Committee was saying no to the hiring of any new police
officers, and that the Selectmen were saying yes to the police
officers because of some shifting around of some people in the
department. It is a temporary savings, Mr. Dunivan explained. Mr.
Whritenour stated that he believed the Chief did a good job if two
additional police officers is only costing the Town $10,000 with
benefits. Mr. Dunivan disagreed. He explained that he would like
the Chief to carry this budget through 1996 like the Fire Chief had
done. He explained that most of that money is only temporary. Ms.
Greelish asked to clarify what the Selectemen are recommending is
the hiring of two police officers at a cost of only $10,000 to the
Town this year and to be funded at a later time? Mr. Costa stated
that they have 21 patrolmen positions available in the department
and he wished to see them all filled. Ms. Greelish asked the Chief
how many non superior officers were on the force? There are five
sergeants and 17 other patrolmen including detectives for a total
of 22. The Chief and Selectmen are recommending 24 total.
Mr. Dunivan explained that he cut back expenses for police repairs
and on police clothing. Mr. Dunivan also believed that there was
a computation error in the dispatcher requests. He believed that
there should only be 10 dispatchers and not 11. Mr. Whritenour
would run these numbers again. The Executive Secretary stated that
the number is so small and he did not feel that the group should
tie the chief's hands with limited staffing. He felt that there
was not a lot of flexibility. Ms. Greelish stated that the Finance
committee agreed to give the department the $4,000.
FIRE DEPARTMENT
There was a difference of $17,130 between the two boards. Mr.
Dunivan stated that this was not his recommendation. He stated
that he recommended that there be newly hired fire fighters in the
budget. The Committee agreed to discuss this on Tuesday. There
was an increase of $8,550 in the Finance Committee's recommendation
from the Selectmen's recommendation.
