Page 2 <br /> fourteen units occupied. The developer has since filed bankruptcy <br /> in order to keep the land. Mr. Jones asked if the treatment <br /> plant had ever been approved for the project? Mr. Fudala answered <br /> yes. <br /> Mashpee Student Projections <br /> Mr. Fudala explained that the method ,he used in finding his figures <br /> were combining both projections of growth and demographics. He <br /> mentioned that the more the Town grows the more that can be built. <br /> He first projected housing units. He felt that a high scenario was <br /> growth of 2 1/2% each year of existing house stock for single <br /> family homes. He stated that last year he had projected 184 <br /> permits based on 2 1/2%, and there were actually 183 permits taken <br /> for new residences. He used two scenarios a high and low scenario. <br /> He mentioned that in the Town there were many residences not <br /> occupied year round. There is a 45% occupancy on April 1st. More <br /> than half the units in Town are vacant. He explained that all <br /> figures were based on the 1990 census and projected through the <br /> year 2012 . The school population figures are updated annually. <br /> Mr. Fudala mentioned that Town is broken into 17 planning areas and <br /> has 161 planning zones. He had maps for the Committee's viewing. <br /> He noted that the occupancy rates are going up because the Town is <br /> becoming more of a year round community than a seasonal one. <br />• Mr. Fudala talked about demographics. He mentioned that the baby <br /> boom was expected to peak in 1995. He felt that this was the <br /> reason that the school population was growing more rapidly than the <br /> Town's population. It was his opinion that the school population <br /> should even out by the year 2000 . Ms. Sullivan asked how many <br /> births actually stay in Mashpee? Mr. Fudala stated that the State <br /> projects population in certain age groups. Mr. Fudala explained <br /> that for projecting the school enrollments, he had to consider <br /> births for each year and how many show up in kindergarten. He can <br /> use the historical rate for kindergarten through first. He used <br /> the housing unit growth rate for fifth graders. He explained that <br /> when they reached ninth graders, there was a leap from Mashpee to <br /> Falmouth High and Cape Cod Tech and they were able to use <br /> historical data. He mentioned that in December he receives actual <br /> numbers of students and updates his projected numbers. <br /> Bill Jones was present to speak about the high school. It is his <br /> belief that an elementary school is more essential than putting all <br /> of the extras into the high school. Mr. Jones believes that <br /> Mashpee will not have enough students to fill the high school for <br /> 15 or 20 years. What is essential is an elementary school and that <br /> there would be enough schools for kindergarten through sixth <br /> grades. He disagreed with middle school aged children being mixed <br /> with high school aged children. He believed it to be a big mistake <br /> mixing junior high and a senior high school.
