Mr. Goggin <br /> suggested that Mr. Ferriday and Mr. Golub work together to try to <br /> get comfortable with some of the figures and to work on a policy to <br /> encourage employees to use vacation and sick time. The Committee <br /> also mentioned other problems which arise, such as unfunded <br /> liability for accruals of pensions; part timers working more than <br /> 1 ,000 hours per year; and other costs departments incur without <br /> accounting for them in their budget. <br /> Mr. Golub suggested writing a letter to the Executive Secretary <br /> with their concerns and suggestions. Mr. Golub agreed to draft the <br /> letter. Certain recommendations to be suggested in the letter were <br /> mandating that an employee take their vacation and sick time; <br /> departments be required to allocate costs of unfunded liabilities <br /> as well as allocate for benefits and insurance; and lastly <br /> encourage the Personnel Board to review the policy of hiring part <br /> time employees and only hire at less than 19 hours. <br /> Mr. Bacigalupi mentioned that there is still a real concern by the <br /> Town Accountant. Her department, in order to function at the same <br /> level of service, needs to hire a new part time clerk/bookkeeper. <br /> Mr. Bacigalupi did not feel that the Town Accountant should be <br /> penalized for this policy, which she cannot change. Mr. Golub <br /> suggested recommending she hire a temporary employee who would not <br /> get benefits or hire a part time person for 19 hours or less. Mr. <br /> Goggin mentioned that the person would need to be hired at less <br /> than 1,000 hours per year. Ms. King did not feel that this was an <br /> emergency situation. Mr. Golub did feel that some amount of money <br /> should be given to the Town Accountant and then they should get <br /> some straight answers. Mr. Golub MOTIONED to transfer $1,000 to <br /> the Town Accountant's salary and wage for this purpose and that <br /> further discussion be undertaken with the Town Accountant and <br /> Personnel Administrator. John Ferriday seconded the Motion. Mr. <br /> Goggin stated that with $1,000, the Town Accountant could then hire <br /> a temporary employee, an employee for 10 hours per week or wait a <br /> few weeks and then hire somebody at the hours she requested. He <br /> agreed that $1,000 should be transferred and then it could be her <br /> decision as to what to do with it. The Committee unanimously <br /> approved the Motion 5-0 . Mr. Bacigalupi mentioned that the Town <br /> Accountant would not be available until January 5th. Mr. Golub <br /> explained that he would go ahead and call her assistant and also <br /> Marilyn Farren, Personnel Administrator. <br /> School Department <br /> Ms. King handed out worksheets which she has been working on. She <br /> explained that she came up with a Foundation Budget of $8,708, 342 <br /> based on Dr. DeMoura's enrollment figures. This includes a full <br /> time kindergarten and a part time preschool. She also explained <br /> that the minimum contribution for FY96 would be $7,878,787 less <br /> total qualifying FY95 town costs of $598,959, plus $6,000 for FY95 <br />
