Page 3 <br /> general fund school reserve less Falmouth High School tuition of <br /> $1,480,051, plus $439,864 transportation, plus $7,500 fixed costs, <br /> totalling $6,253,141 as FY96 required School Committee Budget. <br /> This is an increase of 2. 38% over FY95. Ms. King was not <br /> recommending this figure, but informing the Finance Committee what <br /> their required recommendation would be. She felt that it was a <br /> good starting point. Mr. Goggin stated that the official numbers <br /> would come from the Department of Education at the end of January. <br /> Mr. Golub noted that he had attended a luncheon at Cape Cod Tech <br /> last Friday. He mentioned that a few towns were comfortable with <br /> an increase of 5-7% for Cape Cod Tech. Mr. Golub stated that <br /> Mashpee is only looking at a 2 1/2% capability and that is what <br /> Cape Cod Tech should be required to deal with. Mr. Goggin asked <br /> why Mashpee's children attended that particular school rather than <br /> the one on Upper Cape? Ms. King stated that Dr. DeMoura had told <br /> her that during the time of the Native American land suits, the <br /> school on the upper cape did not feel that Mashpee was fiscally <br /> responsible and therefore they formed an agreement with Cape Cod <br /> Tech. Mr. Goggin felt that the option of attending the Bourne <br /> school should be explored again. Mr. Golub also felt it would save <br /> the Town money in transportation costs. Ms. King stated that <br /> Mashpee is signed onto Cape Cod Tech's debt. There has to be a <br /> major consensus. Mr. Golub mentioned that he would continue to <br /> follow Cape Cod Tech. Ms. King felt a survey might be helpful <br /> which would inquire as to whether eighth graders would rather go to <br /> Bourne or to Harwich if given the choice for a Technical High <br /> School . Mr. Goggin felt that this should be reevaluated and that <br /> the school department should be a part of it. Mr. Golub did <br /> conclude the discussion by stating that he was very impressed by <br /> how Cape Cod Tech really targets helping their students be <br /> successful upon graduation. <br /> Mr. Bacigalupi stated for the record that he felt very strongly <br /> that the Finance Committee would be underfunding the schools if <br /> they recommended $6. 2 . Mr. Golub asked Mr. Bacigalupi which <br /> department should have this extra money taken from it? Mr. Golub <br /> felt that it was unfair to fund the schools extra money from some <br /> other department without seeing all of the budgets first. Mr. <br /> Ferriday agreed that it is all of the departments combined that <br /> needs to be reviewed, not just one. Mr. Goggin again mentioned <br /> that Mashpee is #3 in spending per capita on the Cape. Mr. <br /> Ferriday mentioned to the Committee that the School Department is <br /> the only department in Town that can take the bottom line and <br /> divide it up any way they choose. Mr. Bacigalupi felt that <br /> salaries should become a separate line item. Mr. Goggin suggested <br /> that he speak to Dr. DeMoura about that. It was Mr. Golub's <br /> opinion that the School also be required to bite the bullet this <br /> next fiscal year if every other department in Town has to. Mr. <br /> Bacigalupi mentioned that he had a problem with the Executive <br /> Secretary receiving a 5% salary increase. Mr. Golub mentioned that <br /> all departments were given an austere charge to return their <br />
