5
Board of Selectmen
Minutes
March 8, 1999
Budget Review:
Conservation:
Robert Sherman, Conservation Agent was present to request the
Selectmen increase the salary/wage of the Assistant Conservation Agent to
full-time status.
It is essential to conduct permitting and enforcement, which comprises the
majority of the Commission's work, explained Mr. Sherman. Greater
demands on the department have emanated from the EDB contamination,
the management of Town owned lands, and grant seeking opportunities.
Mr. Sherman indicated that in the past four years, the department has had
a different assistant agent. He would like to retain the present assistant to
continue to carry out mandated duties and to manage the department
effectively.
For the first year, the Commission may be able to contribute funding for
the increased hours for the above referenced position through permit fees,
and filing processes informed Mr. Sherman.
Board of Appeals:
Board of Appeals Chairman Edward Govoni was present to request the
Selectmen increase the hours of the secretary from 19 to 24 hours as a
result of the continued workload within the department. It was noted that
the Town assumes the additional cast of medical insurance after 19 hours.
It is the consensus of the Board to further review the permitting process to
offset the cost of additional hours in the above referenced department.
Economic Development:
Wayne Duchemin, the Economic Development Coordinator discussed his
expense budget with the Selectmen. He agreed with the recommendation
of the Town Administrator to increase his expense budget by $5,000. The
additional funding will assist to build the department to a sustainable level.
Funding initiatives include, the implementation of the strategic plan,
business forums, and continued outreach programs.
