i <br /> FOREWORD <br /> The Mashpee Emergency Management office is charged with the <br /> responsibility to develop and implement Comprehensive Emergency <br /> Management (CEM) . The heaviest emphasis in the past was on <br /> preparedness and response to all risks: man-caused emergencies <br /> and natural disasters. Equal emphasis is now placed on <br /> mitigation and recovery to complete the four phases of CEM. <br /> This plan addresses emergency situations in which the actions of <br /> many different agencies must be coordinated. This major <br /> coordination effort differs from those emergencies handled on a <br /> daily basis by local fire, law enforcement, and medical services <br /> personnel. <br /> Emergency response Standard Operating Procedures (SOP' s) for <br /> local emergency response personnel should be developed based on <br /> responsibilities assigned in their plan. These SOP's will be <br /> maintained separately from this plan as supporting documents. <br /> Information concerning telephone contacts, equipment inventories, <br /> resources, facilities, and support forms supporting the CEM Plan <br /> and SOP's is contained in the Resource Manual. The Resource <br /> Manual is maintained as a separate support document. <br /> Mashpee v Q5/98 REV. 0 <br />
