(continued) <br /> Motion made by Selectman Taylor to approve the request of <br /> New Seabury Cape Cod to place two 4'x4' signs at the Mashpee <br /> Rotary to promote the American Junior Golf Association Ryder Cup <br /> Tournament; 9/20/99 r-9/22/99. <br /> Motion seconded by Selectman Blythe. <br /> VOTE: Unanimous. 5-0. <br /> APPOINTMENTS AND HEARINGS: <br /> Ernest R. Keating--Camp Edwards Training Area Update: <br /> Massachusetts Military Reservation representative Colonel Ernest Keating <br /> was present to discuss the Camp Edwards Training Area and the proposal <br /> to convert 15,000 acres used for training to environmental agencies. <br /> Governor Cellucci has been preparing to transfer stewardship of the <br /> 15,000 acre Camp Edwards portion of the base to environmental <br /> regulators with the understanding that limited military training would be <br /> allowed. The southern most portion of the base consisting of 5,000 acres <br /> would continue to be operated by the military. <br /> Mr. Keating briefed the Selectmen on the Massachusetts National Guard <br /> Master Plan and MMR Land/Natural Resources Management Plan. As <br /> noted,the MMR is seeking improved environmental management and <br /> proactive land use measures. They have ceased conducting any <br /> maneuvers, which are dangerous or detrimental to the environment. <br /> Federal funds have been committed towards natural resources <br /> management and may not be available if the military is not able to manage <br /> the land explained Mr. Keating in concern. He urged the Board to further <br /> analyze the proposal, and tow the MMR facility. Priorities of the MMR <br /> include the safeguard of water, air, soil and other natural resources in an <br /> open process. <br />
