Board of Selectmen <br /> Minutes <br /> July 6, 1998 <br /> AppOINTNENTS.AND IMARD <br /> Dire for of Public Works rp. Monomosoy ulvert: (continued) <br /> Recess: 7:10 p.m. Meeting Resumed: 7:15 p.m. <br /> The culvert has collapsed, and is no longer capable of permitting the <br /> free flow of water between Hamblin Pond and Great River. The culvert <br /> prevents stagnant water with resultant odors and mosquito breeding. <br /> Objectional odors and mosquito problems have been observed. <br /> Several residents of Monomoscoy were present to address this matter with <br /> the Board of Selectmen. <br /> Richard Brady indicated that items for mosquito control are exempt from <br /> the Conservation Commissions review. He requested the Board take <br /> corrective action to repair the culvert. Chad Cutler agreed. Brooks Wood <br /> suggested the Board consult Richard York,the Shellfish Constable with <br /> respect to the effect on shellfish. Albert Lawton noted that Seconsett Island <br /> addressed their problem with a decent size culvert. <br /> Mr. Taylor, Director of Public Works indicated that it is necessary to file <br /> a Notice of Intent with the Conservation Commission, and perhaps the <br /> Army Corps. of Engineers with respect to permitting. He suggested the <br /> Board consult the Mosquito Control Group. <br /> It was noted that the existing culvert was installed in 1956 under contract <br /> with the State of Massachusetts. <br /> Motion made by Selectman Leveille to expend up to $5,000 in <br /> engineering fee's to assist in the repair and replacement of the <br /> culvert located in Monomoscoy, and purse reimbursement and <br /> construction funds from the Mosquito Control District. <br /> Motion seconded by Selectman Caffyn. <br /> VOLU: Unanimous. 5-0. <br /> Mr. Whritenour indicated that he will conduct outreach on behalf of the <br /> Board in an expeditious fashion. <br />
