L <br /> BOARD OF SELECTMEN <br /> MINUTES: - REGULAR SESSION <br /> MONDAY, MARCH 5, 1990 <br /> PAGE THREE <br /> APPOINTMENTS & HEARINGS <br /> .4. JOINT MEETING -- BOARD OF SELECTMEN, BOARD OF APPEALS, <br /> PLANNING BOARD - A joint meeting was held in order to <br /> discuss differences between the Boards and to attempt to <br /> improve communications. <br /> Mr. Makunas asked for clarification of roles of the Town <br /> Planner and the Planning Board as they relate to the <br /> proposed changes in the Zoning By--Laws. Is the Planning <br /> Board strictly the means of conducting a public -hearing, or <br /> are they also responsible for generating the zoning <br /> changes. Mr. Fudala responded stating that his job <br /> description states that he update zoning by-laws with <br /> appropriate recommendations to Town Meeting. Mr. Makunas <br /> stated that it was the impression of the Board. of Appeals <br /> that the Planning Board is not available to them, <br /> The Planning Board indicated that they want to take over <br /> the permitting process as well as authority on commercial <br /> zoning. Mr. Lawrence asked how the Planning Board could <br /> take on these extra functions when they are not handling <br /> their current workload. Mr. Ferragamo indicated that the <br /> workload has decreased in the past few months. <br /> Mr. Carter suggested that the Board of Appeals take steps <br /> to furnish information to the Planning Board by <br /> supplementing their agenda stating that a certain issue may <br /> be of concern to the Planning Board. <br /> Mr. Harrington suggested that he work with the Charimans of <br /> both Boards to begin to address their needs and report back <br /> to the Board of Selectmen with results. Mr. Carter stated <br /> that Tom Fudala and Doug Boyd should be included in these <br /> discussions. <br /> Mr•., Lawrence added that me-eting5. of thI e. nature had beer, <br /> held in the past few years with no results . <br />
