BOARD OF SELECTMAN Page 3 <br /> MINUTES_ <br /> AUGUST 6, 1990 <br /> Finance Committee -- Fiscal Status: <br /> The Superintendent should have the exact number of students <br /> enrolled in Falmouth High School by mid September, <br /> For the .1988 fiscal year, there is a $32, 000 overlay reserve <br /> deficit and a $51, 000 deficit for the money borrowed this year in <br /> interest payments states Mr. Vacca.ro, <br /> With FY 91 revenue, $600, 00O has been used in an overlay <br /> reserve and the town is short $250,000. There is not enough money <br /> to level fund the budget. <br /> Chairman Carter feels it is necessary to hold a Public Hearing <br /> j on all articles dealing with capital improvements prior to the setting <br /> of the warrant based on what the Board has heard. This meeting is <br /> scheduled for Monday, August 27th at 6: 00 p.m. <br /> New Pro osed Town Hall Bid: <br /> Selectman Hanson has requested a vote of confidence from the <br /> Board for the proposed new Town Half. bid. The bid should go out <br /> in four days with a cost of $6, 000. There is a 60 day period before <br /> the contract is activated which falls betweed now and the October <br /> Annual Town Meeting. <br /> Selectman Gottlieb recommends to proceed with the bid process. <br /> The money has been appropriated and the plans will still exist if <br /> the Town Hall is delayed. <br /> Selectman Hanson feels . the timing is right economically. <br /> Selectman Gottlieb made the motion to support the Town Hall <br /> Building Committee to go for the bid. Selectman Lawrence seconded <br /> the motion. The vote of the board is unanimous. <br /> Kevin Harrington will prepare a graph report by .the 8/27 <br /> meeting. <br /> Judith Barnett re: John' s Pond Project: <br /> The or iginal plan was for 10 lots. the applicants met with <br /> the Board on 1/22 with a proposed plan of 17 lots. Judith Barnett <br /> and Joe DiMartino met with the Selectmen to propose 23 lots. Te <br /> h <br /> necessity being the roadwork dollar amount for unknown costs required <br /> for about 2000' of road work at the site. The state requires a 15% <br /> profitability margin. They could not do an affordable housing <br /> project with 10 lots. <br /> The 40B application has been filed with the town and they are <br /> in the process of filing for an application with HOP for funding. <br /> DiMartino states this is a friendly application to helu serve <br /> the needs for the town at large. They request approval oL the Board. <br /> Approval would help him recieve. partnership furidi_ng. <br /> The approval of the Selectmen is not necessary for the affordable <br /> housing proposal to be submitted to HOP. <br /> The current zoning is 9 lots. The increase was to 17 and is <br /> now 23 lots. <br />
