Since his appointment on 7/1, he has made improvements <br /> within the department. He had pictures for the board to review <br /> .of the before and after changes made within the depart ment. <br /> The building has ' been. .constructed for the: office 'equiped with <br /> a phone and files. There is equipment storage for accountablilty. <br /> The boats .now have :the- proper equipment including new radios and a <br /> mooring. puller. <br /> There are- two slips3located at . Little' River Boatyard and New <br /> Seabury Marina. The- third boat is on a trailer. <br /> Mr. Benway is working to- educate people for safe boating <br /> practices and to represent the town in a pro.fessional. mann.er: <br /> The fuel procedure has been changed. The waterway assistants <br /> have their own boat to care for and a slip is required from Benway <br /> . as to where and how much gas is used and obtained. <br /> The goals are to straighten out the mooring problem in the town. <br /> There are 907 moorings registered now, 365 moorings are currently in <br /> the water. Approximately 170 are legal moorings. They are ticketing <br /> and pulling illegal moorings. <br /> Mr. Benway would like an article for the fall to address the <br /> mooring situation. If the moorings are not used for two years, they <br /> should be pulled. He would also like the town to adopt the state bylaws <br /> such as life jacket requirements and persons riding on the .bow of <br /> the boat. These fines could bring revenue to the town instead of <br /> the state. <br /> Benway is also looking for a donor to donate a larger ,boat <br /> to the town. <br /> There is $12, 000 in the Harbor Improvement Fund. He. would like <br /> town .piers established in Pirates Cove -Landing and Great River Landing. <br /> If the town is a commercial port, it would be . eligable for federal <br /> funding. This funding could help pay for the costs of- dredg ng, �buoys <br /> and general repairs. <br /> He is also working on a nap for the harbor management plan to <br /> distingui-sh. areas designated for shellfishing and moorings. ' <br /> Chairman Carter mentioned the problem with boats parking and <br /> anchoring within 150' of the shoreline. <br /> Benway states new boundries have been established for swim areas <br /> on ponds. The oceans are hard to distinguish and private beaches <br /> are also a problem. Thelare - patroling the shoreline more for enforce- <br /> ment. <br /> Selectman Jacobson commended Mr. Benway for the fine , job he <br /> is doing. It is nice-.to. see the department professionalized. At <br /> the spring town meeting, she would like to see an article to .expand <br /> the swim boundries from 150' to 300' in the pond areas. <br /> The Selectmen agree that Mr. Benway is doing a great job. <br />
