BOARD OF- SELECTMEN page 4 ` MINUTES AUGUST 20, 1990 DEM' s Proposal to Fund and Construct a new Town of Mash pee Beachacilit Selectman Hanson would like the board to agree to submit a town meeting article in the ,form of .a referendum for the people to decide whether or not they want to give up .their beach. Kevin Harrington states the deadline to the printer is September the loth. Selectman Lawrence agrees. with Selectman:. Hanson that the people should have a vote on this issue. There has been no response from Commissioner Kendall to the exact suggestion from DER on ' the re- placement of the beach. Selectman Hanson suggests we ask the state to be present at town meeting to make 'a presentation to the townspeople to let them know what they are getting for their money.. A decision of this magnitude deserves the voice of: the people. .Selectman Carter would like to use the town meeting .as a vehicle to see what the response is from the ..town. Selectman Lawrence feels an article should be submitted as a vehicle to begin the discussion. Kevin Harrington suggests the town get a better understanding on the road. There is no clear picture of the plans. Tom Fudala informed the board that DEM has submitted two subdivision plans to the Planning Board locating the land we are giving them and what land they are giving us. Selectman Hanson will not give up on this issue. He wants the people to have their say. The Selectmen have not agreed or disagreed at this point. New. Towh' Hall: Selectman .Hanson reported that the town has gone out to bid. There will be a pre-bid conference on Friday. The bids are sealed. DPW to Oversee the LayinE of Utilities: Ernie Virgilio . has asked permission for the DPW to oversee the laying of utilities. There is a problem with new developments with crisscross of wires. This includes water, cable and electric . The DPW would like to control proper restoration guidelines. Selectman Lawrence feels a fee should be charged for the time spent for correct restoration. This is time consuming and a type of fee system should be established. The town should not waste money on private works and the permit process should be looked at properly. Mr. Virgilio will work with Kevin Harrington to find a solution and reappear before the board at that time.
