4 BOARD OF SELECTMEN MINUTES Page 2 TUESDAY, SEPTEMBER 4, 1990 - REGULAR SESSION 7: 20 p.m. Le al Staff: Effective immediately, appointments and access to Town Counsel will only occur with prior approval of the Chairman of the Board of Selectman or Executive Secretary. A required form to request for legal services will be .enforced. All departments, boards and committees have been notified. This goes beyond the regular Thursday meetings. 7: 22 p.m. Hearing: Richard Halpern d/b/a The Riverbend.- Mr. Halpern was present with his attorney Kevin Kirrane to discuss the Riverbend sign on town owned land. The proposal has a change in framework including placement on a landscaped mound to improve the looks. Chief Ridgeway feels there is no problem with response to the emergency of Riverbend Motel vs. the subdivision Riverbend. The sign is internally lit to tone down the intensity. Selectman Gottlieb questions this in compliance with the sign code. The sign itself with reference to zoning states Mr. Reardon of non complying status . It' s existing and therefore considered ofn grandfather status. It is noted Selectman Lawrence has stepped down for this hearing with approval from the Chairman. The Design Review Committee has approved the placement of the sign, Mr. Halpern respectfully requests the .Selectmen to grant permission for the sign. Selectman Gottlieb made the motion to approve the placement of the sign on town property in accordance with the agreement of the Design Review Committee contingent to the changes of the sign. External lighting to be added. Selectman Jacobson seconded the motion: The vote of the Selectmen is unanimous. Draft Policies: Selectman Gottlieb has established towhdraft policies. to deal with the inclusion of articles on to a Town Meeting Warrant and the j reclassification of existing positions in FY 9l. 1990• Town Counsel approves. They will be policy number. 3 and 4 for The motion was made by Selectman Gottlieb to approve Policy 90 '3 and Policy 90--4. Selectman Jacobson seconded the motion. The vote of the Selectmen is unanimous. 7:. 45 p.m. Warrant Decisions: The Selectmen reviewed the articles for discussion for the Annual Town Meeting. Numbers 4, 5, 12,14, 16, 21,.22, 23, 24, 26, 27, 28, 29, 30,33, 34, 35 and 36 were discussed by the Board. Article #4: Selectman Lawrence is opposed. He feels this is a possible power grab. The language should be 'changed. It is conflict- ing. with the Planning Board and Board of Appeals.
