BOARD OF SELECTMEN page 2 <br /> MINUTES <br /> MONDAY, SEPTEMBER 17, 1990 <br /> Board of Assessors: <br /> Kevin Harrington informed the Selectmen that the Board of Assessors <br /> have agreed to offer the position to Mr. Bailey as of October 1, 1990. <br /> The Board of Assessors have advertised in a .well done process and <br /> Mr. Bailey would be an asset to the town. <br /> Selectman Jacobson would like to notify the applicants who ran <br /> for this position as well as advertise. • <br /> Chairman Carter would like to introduce Mr. Bailey to the Board. <br /> He would like to interview applicants for this position on October <br /> the first and second at 6.30 p.m. in fifteen minute interviews before <br /> the Annual .Town Meeting. <br /> 7:15 p.m. Discussion with three applicants for the Cape Cod Commission: <br /> Mr. Manuel Alter was the first Mashpee resident to appear before <br /> the Board of Selectmen. He regrets he cannot fully give the time <br /> allocation for this position. He would like to volunteer his assistance <br /> to work with the commission. <br /> 7: 24 p.m. Mr. John Halachis has resided in Mashpee since 1980. He <br /> is very concerned with the changes taking place. He is also prepared <br /> to make the time commitment. <br /> Selectman Gottlieb asked Mr. Halachis to outline Mashpee' s biggest <br /> problems. Mr. Halachis replied• with the sudden growth and expansion <br /> in the town, Mashpee should look at the next 10 yearn as to what Mashpee <br /> wants to be in the 20th century. <br /> Selectman Gottlieb asked what things are important to make. it a <br /> success. Mr. Halachis feels everyone who lives on the Cape is concerned. <br /> If it betters the community it should be the guidelines, the quality- <br /> of life. <br /> Selectman Jacobson asked if Mr. Halachis favored the Commission <br /> when it was proposed. . He said he has but has not attended any of the <br /> original policy meetings. <br /> SelectmanLZ�wrenee�.asked how he envisions the Cape in the 90.' s. <br /> The three entity' s are evident, the tourist economy, the second home <br /> and the retirement economy.. Selectman Lawrence feels we should arrive <br /> at a balance and .look towards the future. <br /> Mr. Halachi.s 'feels the Commission should look for a balance for <br /> development and not oppose it. He does not believe it is the Commission' s <br /> charge to seek development for the Cape but determine the impact. , <br /> Sel"ectman Jacobson asked if there are any personal conflicts with <br /> the position of representative to the Cape Cod Commission. Mr. Halachis <br /> feels there are none. He is - self employed as a consultant and divides <br /> his time between Mashpee and Framingham. <br /> 7:45 p.m.. The Board interviewed Mr. Charles Jacobs a retail architect <br /> and planner. He feels his experience and expertise in planning will <br /> be helpful with his appointment to the Commission. <br />
