BOARD OF SELECTMEN Page 2
MINUTES
MON DAY; NOVEMBER 19, 1990
South Cape Beach Advisory Committee DEM:
Mr. Cullinan reports the town beach parking lot and land transfers
must take place before the deal is settled and the money alloted.
DEM would agree with the advisory committee' s position on the parking
lot as stated by Mr. Kirsner or allow the town to keep the town beach
parking indefinitely without a land transfer.
DEM would then proceed with the new town beach as a state facility,
This is located off McGregor Road and would allow space for 250 vehicles.
The advisory committee was not aware of this alternative.
Mr. Cullinan stated that any agreement on Great Oak Road would be
contingent upon the agreement of the town beach parking lot. The re-
construction of 'the road would handle the - excess traffic generated by
a new state- facility. DEM should not spend the money- to upgrade the
road if it is not used as 'such.
Selectman Gottlieb reviewed the options presented. One is to
complete the- roadwork and go ahead with the project as designed with
no parking in the lot and second to leave the parking lot and keep
the. beach- where it is, upgrade the road and move the state beach to
the site .of the new town beach.
Selectman Jacobson feels that in the event of a major storm, the
current beach and parking Facility may be altered and unavailable for
town use .
Mr. Kendall has stated the money is committed to the road project
and close to a resolution. The existing beach is unresolved and should
be resolved now.
Selectman Lawrence is concerned with the issue. The advisory
committee was lead to believe there were two separate issues. He would
like to at least firm the road agreement at. this meeting.
Mr. Cullinan apologizes for misleading the Committee and Selectmen.
DEM will remain firm and not transfer any money until the land transfer
problems are agreed upon.
Selectman Hanson agrees with resolving the road issue but feels
it is totally unfair to the Selectmen and the Committee who have been
j unaware of this alternative. . He would like an agreement with the
advisory committee before a decision is made by the Selectmen before
or after the 20th of January.
Mr. Cullinan would like to note that DEM has ageed with the advisory
committee on the land .transfer. When it occurs, the existing town
beach package will be approved.
Selectman Gottlieb has suggested to accept the recommendations
of the committee and DEM and settle the road and beach at this meeting.
The South Cape Beach Advisory Committee has recommended the town to
obtain the new town beach facility with parking facilities.
i
With the changes of administration, Chairman Carter is concerned
with the road issue and the commitment of money for the project.
I
I
I __
