BOARD OF SELECTMEN page 4 <br /> MINUTES <br /> MONDA.Y, NOVEMBER 19, 1990 <br /> 8 ;10 P.M. James Welch re: Centrex System: <br /> Representing New England Telephone, James Welch proposed to <br /> implement a Centrex phone system in Town Hall. <br /> Centrex service has been a New England Telephone product for <br /> thirty years. This service can reduce the town' s monthly telephone <br /> cost by $900. <br /> Several features include call waiting, call forwarding, conference <br /> and call transfer. The intercom feature operates with the last three <br /> digits to reach any telephone number in town. <br /> A five week implementation time frame is required for this system. <br /> With approval, the system could be converted on December the 28th. <br /> A card will be issued to all parents informing of the new number <br /> and any call" dialed to the. old number will have a recording with the <br /> designated new number. <br /> Mr. Harrington has reviewed the proposal and held a survey with. <br /> the department heads. It is his recommendation to approve of this <br /> service to the town. <br /> The motion was made by Selectman Gottlieb to provide the service <br /> of Centrex to the town with the installation date of. December the 28th. <br /> Seleceman Jacobson seconded the motion. The Board votes in a unanimous <br /> decision to the approval of the Centrex service to the town. <br /> There will be no change in equipment or effect the content with <br /> regards to the Police or Fire Departments . <br /> 8 : 20 p.m. Sheriff DeMello re: Boot Camp Program: <br /> Sheriff DeMello presented the outline of the boot camp program. <br /> The offenders are between 17-26 years of age and first time offenders <br /> of drug and alcohol abuse. <br /> With twenty six operational boot camps in various states, there <br /> is a great deal of merit. No state inmates are involved and the <br /> response to the curriculum has been positive. <br /> The first location desired in Massachusetts is for the eastern <br /> area and later to develop a boot camp for the western part of the state <br /> They are consistent with their goals as of the military base. <br /> Sheriff DeMello explains this is an outward bound program lasting <br /> for four months with an extensive curriculum. The first phase -of the <br /> curriculum is the impulses relative to denial, counseling follows and <br /> the challenge of working together for goal orientation is then achieved. <br /> The cost is to be absorbed by the federal government and common-- <br /> wealth with no. imposition on the counties. There are no guarantees. <br /> Upon commitment, they can be reintergrated into their community. There <br /> ;will be extensive evaluation of the offenders ,progress and activities. <br /> Chairman Carter feels the concept is good. Selectman Gottlieb <br /> would like to commend the Sheriff and his office for seeking alternatives, <br /> Selectman Jacobson supports the program to help change the offenders <br /> before it is too late. <br /> The location for the boot camp is Sandwich and 250 inmates are <br /> considered. <br />
