BO'RAD OF SELECTMEN Page 5 MINUTES MONDAY, NOVEMBER 19, 1990. Sheriff DeMello re: Boot Camp ProEram: Selectman Lawrence agrees with the theory of the boot camp but is concerned with inmates from other counties as to what happens when they get out of the program. There is already 'a problem with the homeless in this area. To be the first in the state is a test run for Eastern Massachusetts. Sheriff DeMello states there is no guarantee. Within the parole package, the inmate should return to his own county. Selectman Hanson would like a comment from Chief Frye of his knowledge and support of the camp. Mr. Virgilio supports the boot camp completely. The new method is accepted and rehabilitation works well. He also noted Sheriff DeMello' s outstanding track record in the community. One town residents asked if' the inmates are to wear uniforms. The Sheriff replied the apparel would be consistant. Another resident is con erned with the increase in the police task force and a tax burden to Mashpee residents. The Board of Selectmen gave their vote of support. Selectman Hanson has reserved his vote until he speaks with Chief Frye on this matter. Selectman Lawrence is opposed. The vote is 4-1. 8 : 55 P.m. Popponesset Island Bridge: An emergency situation arose with the Popponesset Island bridge over the weekend. Various town officials have viewed the area and erosion is visible. The bridge abuttment has shifted and separated. Mr. Virgilio has reported the condition has worsened overnight to a potentially dangerous situation. To date, the bridge is 50 years old and the maintenance is lacking or none. Mr. Virgilio feels with the change of the tides, the situation will worsen. Many concerned residents of the area appealed to the town for their support to aid in this situation. The problem reports Town Counsel is a serious liability to the town. The structure is not town owned. The town cannot work on the bridge without approval from the owner. To date, land court has not made the decision as to who the rightful owner of the bridge is. The town can adopt a bylaw to make temporary repairs on private ways such as pot holes and drainage repairs. The bridge is not defined as a private way. Bright Coves or New Seabury Corporation may be the .owners, but it will take a few months for them to reach their decision of ownership. Mr. Virgilio has recommended the town post a dangerous condition 5iln on site and estimates damage may be as much as $20, 000 or more for repair. Chief Ridgeway is also concerned with the problem and is un- comfortable to send his department over the bridge in the event of an emergency.
