BO'RAD OF SELECTMEN Page 5 <br /> MINUTES <br /> MONDAY, NOVEMBER 19, 1990. <br /> Sheriff DeMello re: Boot Camp ProEram: <br /> Selectman Lawrence agrees with the theory of the boot camp <br /> but is concerned with inmates from other counties as to what happens <br /> when they get out of the program. There is already 'a problem with <br /> the homeless in this area. To be the first in the state is a test <br /> run for Eastern Massachusetts. <br /> Sheriff DeMello states there is no guarantee. Within the parole <br /> package, the inmate should return to his own county. <br /> Selectman Hanson would like a comment from Chief Frye of his <br /> knowledge and support of the camp. <br /> Mr. Virgilio supports the boot camp completely. The new method <br /> is accepted and rehabilitation works well. He also noted Sheriff <br /> DeMello' s outstanding track record in the community. <br /> One town residents asked if' the inmates are to wear uniforms. <br /> The Sheriff replied the apparel would be consistant. Another resident <br /> is con erned with the increase in the police task force and a tax <br /> burden to Mashpee residents. <br /> The Board of Selectmen gave their vote of support. Selectman <br /> Hanson has reserved his vote until he speaks with Chief Frye on this <br /> matter. Selectman Lawrence is opposed. The vote is 4-1. <br /> 8 : 55 P.m. Popponesset Island Bridge: <br /> An emergency situation arose with the Popponesset Island bridge <br /> over the weekend. Various town officials have viewed the area and <br /> erosion is visible. The bridge abuttment has shifted and separated. <br /> Mr. Virgilio has reported the condition has worsened overnight to <br /> a potentially dangerous situation. <br /> To date, the bridge is 50 years old and the maintenance is <br /> lacking or none. Mr. Virgilio feels with the change of the tides, <br /> the situation will worsen. <br /> Many concerned residents of the area appealed to the town for <br /> their support to aid in this situation. The problem reports Town <br /> Counsel is a serious liability to the town. The structure is not <br /> town owned. The town cannot work on the bridge without approval from <br /> the owner. <br /> To date, land court has not made the decision as to who the <br /> rightful owner of the bridge is. The town can adopt a bylaw to make <br /> temporary repairs on private ways such as pot holes and drainage repairs. <br /> The bridge is not defined as a private way. Bright Coves or New <br /> Seabury Corporation may be the .owners, but it will take a few months <br /> for them to reach their decision of ownership. <br /> Mr. Virgilio has recommended the town post a dangerous condition 5iln <br /> on site and estimates damage may be as much as $20, 000 or more for <br /> repair. <br /> Chief Ridgeway is also concerned with the problem and is un- <br /> comfortable to send his department over the bridge in the event of <br /> an emergency. <br />
