BOARD OF SELECTMEN -Page 6 MINUTES MONDAY; NOVEMBER 19, 1990 Pop oonnesset Island Bridge: Mr. Finn, a resident of the island has stated that Highwood Water Company was in the area over the weekend doing paving with a heavy compactor. There was a break in the water main on Satur- day morning. The Board is hopeful for donations for the repair since .there is no money for emergency repairs. The Board hopes the residents will help and donate money to the highway department for repairs. In light of the emergency situation, Selectman Carter has authorized Mr. Virgilio to repair the road area. Selectman. Gottlieb agrees to allow the temporary repair since it is a threat to personal safety. Jim Vaccaro will hold a special Meeting with the Finance Committee to appropriate money for the emergency repair of the road area. He cannot do this unless he has the request from the Board of Selectmen. A resident of the island, Mr. Arthur Burns has offered to loan the money to the town for road repair. The residents feel the town may get 50% reimbursement from the residents, but many are not in town during this season. Chairman Carter made the motion for the emergency distribution of funds from the Finance Committee to the DPW for the repair of the road at the Popponesset bridge. Chairman Carter has. ammended his motion for the price not to exceed $20, 000. The vote of the Selectmen is 4--1 with Selectman. Lawrence opposed. He feels we cannot give a free reign., of authorization and the .money is not available. Jim Vaccaro states there is $60, 000 in the reserve account at this time. The meeting with the Finance Committee for the money allotment is Tuesday at 6: 00 p.m. in the Conference Room, He has urged residents to attend. If the money is approved, Mr. Virgilio can immobilize the project in 2-3 days. He has requested sign approval for either end of the bridge. The Board approves his request. Waterway Commission: Kevin Harrington requests the Board' s approval to advertise for this position, The Board approves. He will advertise for three weeks. Harbormaster Appointment: 10: 00 p.m. Selectman Lawrence has left the meeting and will not be voting on the rest of the issues discussed tonight. Kevin Harrington would like to advertise for a permanent replace- ment for this position and increase the duration of Mr. Benway' s appointment for 60 days. Mr. Benway was appointed in early June to expire on November the 30th. Selectman Gottlieb made the motion to make the appointment, but would like more information on his rate of pay at the next meeting. Selectman Jacobson seconded the motion.
