29 Tri-Town C_iircle <br /> Sandra Cobb <br /> Request for a personal kennel <br /> Sandra Cobb appeared. Ben Perry said this is continued from.the last meeting. He said Ronnie <br /> Warden and he went to the house. There was nothing out of the ordinary that would prevent <br /> approval. He said there were some minor issues with the rear fence, but that belongs to the neighbor <br /> at the back and he is getting it repaired. <br /> Ben said the barking issue is concern of a lot of the neighbors. Ben recommended the owner get <br /> anti-barking devices to deter the barking. Sandra Cobb said she will get the devices in the next week <br /> or two. Ben Perry said he recommends no approval be given until he sees the devices purchased <br /> and that they do work. Ben said if approval is given, he recommends the permit be given for 6 <br /> months and that will give time to see whether the barking issue is controlled. Also, Ben <br /> recommended the approval be with the following conditions: <br /> Limit number of dogs to 6. <br /> As number decreases, not to replace. <br /> • When no one is home, dogs are not to be left outside at all. <br /> • Dedicated room or ways to curb noise in house so noise not heard outside. <br /> • Somehow deter dogs' visibility to the street. <br /> Ben said the females have been spayed so that breeding is not an issue. <br /> CONCLUSION: Glen Harrington motioned to make a recommendation to the Town Clerk to <br /> approve the kennel license for 29 Tri-Town Circle for 6 months, pending the applicant getting <br /> the barking-deterrent devices and providing fencing on the road side of the area and with the <br /> following conditions: <br /> • Issue a six month kennel permit. <br /> • Install privacy fencing on the road side of—the—property.- — -- — — — — — — <br /> • install anti-barking devices prior to issuance of the kennel license. <br /> Dogs are to remain inside when the owners' are not at home. <br /> Ben Perry seconded the motion; and the motion was passed. <br /> Tom Fudala advised that the decision has to be written and recorded with the Town Clerk. <br /> Ben Perry addressed Sandra Cobb and asked her to contact him when the anti-barking devices have <br /> been purchased and in place so he can be sure they are in place and working. <br /> 3 <br />
