Attorney McElhinny stated there are currently 4-buildings being proposed for <br /> three stories which would require a variance from the Board of Appeals to be extended <br /> from the allowed height of 35-feet to 41-feet. <br /> When asked about the landscaping in this area Attorney McElhinney stated that a <br /> natural buffer is being proposed and that none of the existing trees would be disturbed, <br /> the vegetation will be enhanced in the traditional Willowbend manner. <br /> There was brief discussion as to why the Planning Board should consider <br /> increasing the number of allowable units to be constructed. Attorney McElhinney stated <br /> that this request is allowed under the bylaw in order to accommodate this type of a <br /> project. He also commented that Willowbend has been an excellent asset to the Town of <br /> Mashpee, citing the amount of taxes paid which is in excess of 10% of the school budget <br /> and that there are three children in the school system. <br /> The Town Planner asked if the Applicant intends to extend the fencing/screening. <br /> Attorney McElhinney stated that he would be happy to do so. He noted that some people <br /> are in favor of the fencing, others are not,but that he would be agreeable to <br /> accommodating the abutters and extend the wooden fence. <br /> At this point the Chairman opened discussion to public comment and recognized <br /> the following: <br /> Scott Dravis, 83 Sampsons Mill Road—Stated he is directly affected by the <br /> project being proposed as his property is located at Simons Road and Sampsons Mill <br /> Road (the corner lot). He has previously stated his concerns and opposition to the Board <br /> with regard to the scope of the proposed project. He feels that increasing the density <br /> from 13-single family homes to 48-condominiums is of great concern to him as it impacts <br /> his property value and quality of life as he knows it on a nice dirt road on the corner of a <br /> golf course to potentially abutting 48-condominiums. He acknowledged that Willowbend <br /> has been a good neighbor, as well as a good member of the community,but does not feel <br /> this is an argument for the scope of the project or the impacts to the surrounding <br /> neighborhoods. When he purchased his property he was aware that the lots were owned <br /> by Willowbend and had been permitted for single family homes, and that this is what he <br /> had anticipated. He is concerned with the two options he now faces regarding the <br /> maintenance of Simons Road being paved or partially paved with a dirt/gravel portion in <br /> front of his property, with an anticipated increase of traffic. He informed the Board that <br /> this is the first opportunity he has had to review the revised plan as there have been no <br /> meetings with Willowbend in this regard. <br /> In response to a question asked by Dennis Balzarini, Mr. Dravis stated he would <br /> have no objection to the construction of the original 13-single family houses, and the <br /> paving of Simons Road as shown on the originally approved plan. <br /> 5 <br />
