the Mashpee Planning, from Greg Taylor, DPW, regarding John' s <br /> Pond Center: "Reviewed the proposed plans and curb cut on Route <br /> 151, plans by Cape & Islands Engineering and last revision meet <br /> the outline criteria that we proposed. We intend to add signage <br /> and graphics with the curb cut permit in order to maintain a <br /> Right-in and Right-out traffic flow. " <br /> There was some discussion regarding the island design and <br /> safety issues. Chance Reichel suggested the Plan be revised to <br /> indicate a "mirror image/whale tail design, " to which Applicant <br /> agreed to consider and further discuss with Mr. Taylor for his <br /> approval. <br /> At this point, the Chairman recognized Samantha Woods, who <br /> made reference to the Nitrogen Loading Analysis, stating the <br /> proposed project would produce sixty-nine (69 lbs. ) pounds of <br /> nitrogen per year, or twenty-five (25 lbs . ) pounds per acre, per <br /> year. <br /> Ms. Woods also made reference to calculations developed by <br /> Horsley & Witten for the Massachusetts Department of <br /> Environmental Protection, being forty-two (42 lbs. ) pounds of <br /> nitrogen per year, or twenty (20 lbs . ) pounds per acre, which <br /> calculations take into account sewage and parking lot drainage. <br /> Ms. Woods acknowledged concern for the Wequoit Bay Watershed <br /> existing loading from the Watershed into the Bay, and stated the <br /> proposed project would contribute an amount less than one U W) <br /> percent, ( . 03W) of the total load to the Bay. She also stated <br /> that drainage would more than likely be intermitted by the <br /> wetlands, making it therefor difficult to calculate impacts . <br /> Ms. Woods made reference to the Report, noting calculations <br /> made regarding impacts from a one (1) acre residential use <br /> parcel . <br /> The Chairman inquired as to use of a community well; to <br /> which Mr. Ferragamo stated the property is on Town Water, and <br /> that the well would be used for irrigation purposes. <br /> The Chairman also asked about the storm water runoff <br /> management practice; to which Ms. Woods stated there is a <br /> leaching basin-type stormwater collection system. <br /> The Chairman asked about the retaining wall located at the <br /> edge of the property, towards the isolated wetland. Mr. <br /> Ferragamo explained it is a poured concrete wall used to impede <br /> the flow of water. He also stated the footing elevation would <br /> more than likely be higher than the outlet of the leaching pit. <br /> The Chairman determined the wall to be a physical barrier wall, <br /> rather than a water wall . <br /> Ms. Woods noted the property to be just outside the zone of <br /> -9- <br />
