contribution to the location of some Town wells and stated the
groundwater concentration calculations would be 5 .17 milligrams
per liter in groundwater using Mashpee zoning Bylaw criteria; and
3 . 17 if using Massachusetts Department of Environmental
Protection criteria. (References were being made to the map at
this point. )
The Town Planner informed the Board that he has sent the
original draft Report to the Cape Cod Commission who responded
to the loading range per acre Title V flow, which is three
hundred (300) gallons, and whether or not it would be prudent to
require a denitrifying system. He also informed the Board that
the Board of Health is considering a regulatory change that would
require denitrifying systems on either all commercial projects,
or anything over one thousand (1, 000) gallons of flow.
Mr. Ferragamo stated the most conservative approach for the
use of the buildings (office space) has been rated at seventy
five (75) gallons per one thousand (1, 000) square feet per day.
What is actually being proposed is 3/4 retail, 1/4 office, for a
flow of two hundred twenty-five (225) gallons per day.
Chance Reichel inquired as to potential for change within
the building configuration from office/commercial to restaurant
use. Mr. Mitrokostas replied, "pretty nill . " Mr. Mitrokostas
commented upon the design of the building at John' s Pond Center
and the proposed building. Mr. Ferragamo commented if this were
to be the case, Applicant would be required to provide a
different septic system and the Special Permit use would also
require modification. .
At this point, the Chairman determined the three proposed
uses to be Architect, Video Rental, and Musical Instrument Store
(sales or lessons) . The Town Planner suggested the use
categories could be revised to more general terms.
The Chairman also determined a resolution regarding the
access/egress configuration on the Plan be revised and presented
for approval by the DPW (a change in the radius for safety
reasons) .
The Chairman determined there is a request before the Board
to allow/approve parking within the buffer space.
Mr. Rowley inquired as to drainage calculations; Applicant
provided Plan entitled, "Drainage Area, Single Leaching Catch
Basin Capacity, Cape & Islands Surveying Co. , Inc. , P.O. Box 334,
Teaticket, MA 617-548-5486 . (There was some discussion as said
Plan was being reviewed by the Board/Consulting Engineer. )
Mr. Rowley requested information regarding the difference in
grade between the bottom of the pit and potential groundwater; an
outline of the drainage area under consideration for comparison
-10-
