Thomas Fudala, Town Planner; Eric Twarog, <br /> Assistant Town Planner; and Charles Rowley, Consulting Engineer. <br /> Public Hearing <br /> John Druley-Quaker Homes-Great Oak Road <br /> Approval of 3-Lot Subdivision Plan-Salt Pond Estates <br /> Continued from May 20, 1998 <br /> The appointed hour having arrived, the Chairman called the <br /> 7 : 00 matter to order and recognized Mr. Druley, who reported the <br /> required water Quality Report has been completed; ten (10) <br /> copies of which were delivered to the Town Planners Office <br /> earlier this date. . (Mr. Fudala distributed copies to all Board <br /> Members. ) <br /> By way of review, Mr. Druley stated he has a Three (3) Lot <br /> Definitive Subdivision Plan, which is part of a six (6) Lot <br /> parcel . The Town Bylaw requires a water Quality Study for <br /> anything over five (5) Lots; however, test wells are not <br /> required. <br /> Mr. Druley deferred to Mr. Kerfoot, who stated the only <br /> resource area with respect to this parcel is a zone II-municipal <br /> water supply-pumping wells number 2 and 3, as shown on Figure 3 <br /> of the Report, within the five (5) year time of travel . He <br /> further stated water from it would not go into Jehu Pond. <br /> Mr. Kerfoot made reference to Figure 1, stating the <br /> determination had been made that the major calculations required <br /> for the subdivision were nitrogen loading, and whether or not the <br /> municipal wells within the zone of contribution are under stress . <br /> He also stated calculations had been done for the subdivision on <br /> the basis of what is planned for the septic systems, lawn <br /> fertilizers (1, 000 sq. ft. lawns) , and road runoff (central road <br /> and turn about) . He stated the total nitrogen loading to be One <br /> Hundred Seventeen (117 lbs . ) pounds per year, which works out to <br /> a concentration of 4 . 2 parts per million. <br /> Mr. Kerfoot then made reference to Table 1, which shows the <br /> four parcels located within the zone of contribution of the <br /> municipal wells . He stated the main planting zones within the <br /> zone of contribution have been listed, as well as the number of <br /> units assigned on the basis of the 1994 guidance. He also noted <br /> the occupancy percentage and stated the average persons per <br /> unit is three (3) , based upon the three (3) bedroom-type homes <br /> proposed for this subdivision. <br /> The Chairman inquired about total nitrogen loading, to which <br /> Mr. Kerfoot responded the assumption has been made that there <br /> will be six (6) homes with three (3) bedrooms, three (3) persons <br /> occupancy per home within the subdivision, for a total loading <br /> concentration of 4 .2 parts per million. <br /> -4- <br />
