Mashpee Woods 40B proposed their own wastewater treatment plant on Rt. 130 in the industrial area <br /> and have been approved by the Zoning Board of Appeals. However, the property has since been <br /> foreclosed and is now owned by Cape Cod Cooperative Bank. <br /> Stearns & Wheler Groundwater Modeling Report for Falmouth Discharge Area: <br /> The Chair will provide a copy of the report to Mr. Desmarais. The conclusion of the report indicated <br /> that if the intended plans for treatment and discharge were placed on the Falmouth Country Club site, <br /> Waquoit Bay and Charles River would not meet its nitrogen targets. Discharge must be located <br /> elsewhere. <br /> Sewer/Funding Issues in Barnstable,Chatham,Orleans & Other Towns: <br /> Barnstable-Barnstable has proposed to sewer the area around Lake Wequaquet, which was turned <br /> down by Town Council but may be reconsidered. The Town hoped to utilize Federal Stimulus Funds <br /> for the project. Barnstable has a subcommittee investigating alternative financing scenarios and <br /> reporting to Town Council. Objections to the sewering came from individuals who had already <br /> invested in de-nitrifying systems. The Chair noted that Mashpee currently has approximately 300 <br /> systems and owners may be unwilling to spend additional funds for wastewater betterment. The Chair <br /> added that the Commission had requested that the Board of Health consider having owners place funds <br /> in escrow rather than be required to install de-nitrifying systems, particularly large projects. The Chair <br /> will re-submit the request to the Board of Health. <br /> Chatham-Chairman Fudala received communication regarding alternatives to Chatham's $340 million <br /> wastewater management facilities plan. Mr. Hall, of Stearns&Wheler, attended the recent forum <br /> about alternatives that was sponsored by the Chatham Concerned Taxpayers. The forum began with <br /> discussion among five panelists, followed by questions and answers. Among the topics discussed were <br /> alternative collection systems, such as vacuum sewers, use of re-circulating sand filters prior to <br /> installing a nitrex.system, holistic watershed management and creative management techniques. Mr. <br /> Hall recommended www.chathamct.or for more information about the presentations. Chatham <br /> elected to place the costs on the tax base and not through the use of betterments and to sewer the entire <br /> town. <br /> Orleans-An affirmative vote from Town Meeting regarding sewenng is now being rejected by some <br /> residents. Orleans is also seeking a peer review of the SMaST MEP modeling process. <br /> Textron Funds-Mashpee has been awarded funds to purchase land on Lovell's Lane. Additionally, <br /> $400,000 was awarded to Sandwich to assist with their wastewater facility plan, which may allow <br /> greater participation in the region for the town. <br /> Potential USGS Solute Transport Modeling of Wastewater Discharges in Popponessett <br /> Watershed: <br /> Nothing new to report, the project is still under consideration. <br /> Reorganization: <br /> Mr. Desmarais made a motion to nominate Mr. Fudala as Chairman.
