Other evidence of financial responsibility which is satisfac- <br /> tory to the Commission may be accepted in lieu of bonding. Notwith- <br /> standing the above, the amount of such bond shall not exceed the esti- <br /> mated cost of the work required or the restoration of affected lands and <br /> property if the work is not performed as required,whichever is the greater. <br /> Forfeiture of any such bond shall be recoverable at the suit of the munici- <br /> pality in the Superior Court. <br /> Article X1. Personnel Board <br /> Section 1. The Board of Selectmen shall appoint a permanent Person- <br /> nel Board under the provisions of the Massachusetts General Laws,Chap- <br /> ter 41, Section 108C, as may be from time to time amended,consisting of <br /> five (5) registered voters, who are not otherwise employees of the Town, <br /> or serving the Town regularly in any elective capacity; their first terms of <br /> office to be one for one year; two for two years;and two for three years, <br /> and thereafter succeeding appointments to be for three-year terms. <br /> Section 2. The Personnel Board shall have the additional duties and <br /> functions of a Personnel Review Board,pursuant to General Laws Chapter <br /> 40, Section 21 B, to adjust grievances of Town employees other than those <br /> appointed by the School Committee. <br /> Section 3. A personnel classification and administration plan shall be <br /> established under which the Personnel Board shall promulgate, and may <br /> from time to time amend, rules and regulations, after notice and hearing <br /> thereon, subject to the approval of the Board of Selectmen, and not con- <br /> trary to any law: <br /> A. To establish and administer a classification of the positions of all <br /> Town employees, other than those filled by popular election, and those <br /> under the direction and control of the school committee,into groups and <br /> classes doing substantially similar work or having substantially similar re- <br /> sponsibilities, and establish maximum and minimum salaries for such em- <br /> ployees and for periodic step increases based on length of service. <br /> B.To establish and administer personnel policy dealing with working <br /> 14 <br />
