Any persons indebted to the Town for poll taxes or other- <br /> wise shall have such debt deducted before payment by the Treasurer from <br /> any sum due him from the Town for work on road or for any other service <br /> performed. <br /> Section 5. On all Town work, for the performance of which competi- <br /> tive bids are received, the award of the contract shall be to the lowest re- <br /> sponsible bidder; preference always going to citizens, when other condi- <br /> tions of the situation are equal. <br /> Section 6. All bids for advertised contracts of the Town shall be re- <br /> turnable at the Selectmen's office on a specific date and hour and shall be <br /> publicly opened and read by one of the Selectmen at that time. <br /> Section 7. All department heads of the Town shall prepare and submit <br /> to the Selectmen between January 1st and no later than February 15th of <br /> each year a complete inventory of all town-owned property for which <br /> their department is responsible. <br /> Section 8. As authorized in Chapter 40, Section 21, Clause 11 of the <br /> General Laws, any equipment to be disposed of by various officers or de- <br /> partments of the town shall first be offered to any other office or depart- <br /> ment of the town who may require it. <br /> Article MV. Town Contracts <br /> Section 1. On all contracts for labor, materials, supplies, equipment, <br /> merchandise or other articles, wherein the amount involved is $500.00 or <br /> more, the board, department,committee or officials of the town in charge <br /> of the expenditure of such money, shall be required to submit the award- <br /> ing of the same to public bid and no expenditure shall be permitted of <br /> $500.00 or in excess thereof unless the same shall have been awarded upon <br /> public bid. <br /> Section 2. All capital expenditures purchases (i.e. desks, chairs, type- <br /> writers, cabinets, etc.) of$50.00 or more will be submitted to the Board <br /> of Selectmen for approval before the purchase is consummated. <br /> 16 <br /> I' <br />
