Failure of the Board to approve or dis- <br /> approve the Preliminary Plan within sixty days shall be <br /> construed as approval. !! <br /> E. Relation of Preliminary Plan to Definitive Plan and Zon- <br /> ing Provisions. <br /> Approval of a Preliminary Plan does not constitute ap- <br /> proval of a subdivision, and a Preliminary Plan may not be <br /> recorded in the Registry of Deeds.
