07
Town of Mashpee Sewer Commission
sw
16 Great Neck Road North
Mashpee, MA 02649
ultimately properties to connect. She reported that the anticipated completion date is August and this
is when the WRRF can start taking flow and that the contract for this piece should be closed out.
Ms.Tripp reviewed the cash flow for the project before updating the Commission on Phase 2. She
noted that it's still in the design phase and will be for WRRF improvements, six pump stations and linear
work. She stated that there will be six contracts that will be issued. The SRF application deadline was
met. Ms.Tripp reported that the prequalification bidding process is underway. Mr. Lyons asked if the
area of Great Neck Road South would be part of this Phase 2. Mr. Meader stated that the Notice of
Project Change would first be presented to the Select Board and followed by a report to the Sewer
Commission. This is part of the update that's needed to be made to the DEP on the project. Mr.
Meader said it will be addressed in the Notice of Project Change and reminded Mr. Lyons that many of
those residents are already on a treatment plant and the focus is being concentrated on areas that don't
have that and that all the areas are being analyzed so that then a schedule can be finalized. The report
to the Select Board is scheduled for January 27, 2025. Ms.Tripp continued with the bidding process and
stated that all Phase 2 contracts (six)will be bid in late February with the intent of executing all six
contracts by June 30, 2025 with construction beginning in July 2025. Ms.Tripp said that the upgrade to
Mashpee's groundwater discharge permit is key to keeping this tight timeframe, but that it's in the
hands of the DEP so is not something we can control. The Chair asked what this means. Ms.Tripp
responded that because the Town is adding four more sandbeds, it's part of the process that the Town
needs to do to upgrade the permit in order to expand the WRRF. Mr. Meader stated that the Town is
evaluating whether or not to pursue Southport and Willowbend as the requirements for where the
Town discharges has become more strict since the initial plan. The evaluation will determine whether or
not the these other facilitiles will be beneficial to the Town. The evaluation report should be available in
the coming months. Ms.Tripp reported that all Cape towns are going through the same thing as it
relates to the groundwater discharge so Mashpee is not being singled out.
Ms.Tripp said they can present on how the WRRF will work at next month's Sewer Commission meeting.
Mr.Towle asked if the presentation could be shared with the Commission. Ms.Tripp reported that the
engineer presentations are loaded to the website.
The Chair reported that this is an exciting project and that continued education for the public to help
them better understand the project will help avoid any negativity. Ms. Castaneda emphasized the
proper place for the correct information on the project is the Town's website.
Chair's Report
The Chair reported about a letter from a resident that supports the need for dissemination of information
to the public. She also wanted to report clarification on a question she had received from a realtor asking
if homeowners could go outside the list of utility installers and stated that the answer is no. Homeowners
should use a utility installer from the list of approved utility installers which is managed by the Board of
Health. If someone isn't on the list of approved utility installers, they can go through the process with the
Board of Health to be added.
Wastewater Superintendent Update
Mr. Meader mentioned that the Department of Wastewater Management has been very busy with
getting ready for the go-live.
