The updated Landscape Plan <br /> is currently incomplete. There is a request to comply, and he will do so when it is available for <br /> consideration and review. He has a list of waivers and a Memo of Understanding proposing <br /> overflow parking in three neighboring lots. <br /> Also included are the waivers for fire safety maneuvering and parking spaces. The IA septic <br /> shed will house chemicals for its use. Contents of those materials have been provided. The <br /> Photometric Analysis is included with copies. The Stormwater Management Report is provided <br /> as well as an addendum that notes which pages had content changed. Lastly, he noted the <br /> Earthworks specification. <br /> Ed Pesce, Consulting Engineer for the Planning Board, commented there were minor changes <br /> made to the plans and the applicant satisfactorily addressed all comments. The Lighting Plan <br /> was received, and Mr. Pesce sees no issue, photometrics show virtually zero along the <br /> permitter of the boundary. The Swept Path Analysis was fine. The chemicals being stored are <br /> MicroC2000, which is non-hazardous carbon and sodium bicarbonate, which is baking soda. <br /> He will request this be stored on top of a spill pallet with an empty base. This will avoid getting <br /> into the storm drain. He sees no issues with the list of waivers. He noted the parking lot in front <br /> instead of on the side or behind, emergency vehicle paving alternative (he recommends), <br /> parking lot perimeter request for berm not granite, solid object within 3 feet of paved surface, <br /> EV charging station, fire protection 100 ft. to fire access, parking lot design, and landscaping <br /> ratio. The Water quality report is not provided. <br /> Mr. Pesce would also like the Applicant to be aware he is requesting a signed copy of the <br /> Operation and Maintenance Plan as he wants the owner to understand responsibilities and be <br /> able to fund inspections and repairs. It puts the applicant on notice. <br /> Mr. Tobin noted parking is acceptable, but the Commission did add a condition for the <br /> Applicant to have preferential parking for carpools, in addition to handicap accessibility and EV <br /> charging station. In addition to Mr. Pesce's recommendation, the Fire Department <br /> acknowledged the waivers being sought for entrance and turning. <br /> Ms. Waygan asked for comments about waivers from other Board members, no objections <br /> made. Mr. Balzarini appreciated the well-thought-out plans presented. Ms. Waygan would like <br /> the waivers on a letterhead. <br /> Mr. Tobin commented the waiver list has 9 items in total, and for some of the waivers the <br /> Applicant is taking a position there is no waiver required. This raises the question; would some <br /> waivers need to go before the ZBA to seek a variance? There are several waivers that the <br /> Planning Board has a clearly defined authority to grant a waiver. <br /> 2 <br />
