The Planning Board has the primary responsibility <br /> in the Town for review and approval of large resi- <br /> dential developments which will have a significant <br /> impact on groundwater and surface water quality. <br /> Major projects were approved in the last year on <br /> Santuit Pond, the Mashpee River and Shoestring Bay, <br /> as were smaller projects near other water bodies and <br /> in the recharge areas of potential public wells. <br /> Upcoming reviews include a large project on the <br /> Quashnet River and another on Jehu Pond. In re- <br /> viewing these projects, the Board has been totally <br /> dependent on information provided by consultants <br /> hired by the developer, with no scientific advice <br /> available to interpret or review the consultant <br /> reports. This article would provide funding to <br /> allow the Planning Board to engage a water quality <br /> review expert on a continuing basis, similar to its <br /> consulting engineer, to provide such review and <br /> advice. <br /> 7� <br /> Article 44 : <br /> To see if the Town will vote to authorize the Town Treasurer with the <br /> approval of the Board of Selectmen, to borrow money from time to time <br /> beginning July 1, 1987, in accordance with the provisions of the <br /> General Laws, Chapter 44, Section 4, and to issue a note or notes as <br /> may be given for a period of less than one year in accordance with the <br /> General Laws, Chapter 44, Section 17, <br /> Motion to accept as printed. . . . .motion carries. . . . . . . . . . . . . . .8:45 P.M. <br /> This allows the Town to borrow money to keep Town <br /> departments operating until tax revenue can be <br /> generated. Many other towns have little need of <br /> this mechanism because they use the funds those <br /> communities maintain as Revenue Available for <br /> Appropriation (sometime referred to as "free cash") . <br /> Mashpee voters historically have chosen to spend <br /> such money rather than preserving it . An item in <br /> the omnibus budget requests $40,000 for interest <br /> payments for temporary borrowing. <br /> -43- <br />
