Raise and appropriate 432,500 : tothe Interest on Temporary Loans Account and $3250. to the Issuance of Debt Account This article, along with the following two, seeks authorization to acquire three critical parcels of land for conservation and water quality protection purposes. The parcels are located at the north end of Santuit Pond surrounding the "Austin" parcel pur= chased in June of 1986 for well purposes, and an adjoining parcel of Town conservation land. Acqui- sition of these parcels serves multiple functions : 1) protection of water quality in Santuit Pond, which has been severely impacted by small lot development in its recharge area, 2) protection of a potential Town water supply well on the recently-purchased "Austin" property, 3) protection of wildlife habitat, particularly an active mute swan nesting area, 4) possible reactivation ' of cranberry bogs on one parcel as a source of Town revenues and 5) passive recreation for this intensely developed neighborhood, including an existing walking trail along the pond and a beautiful grove of beech and holly trees on a high bluff overlooking the pond. One of the parcels, lying less than 50 feet from the pro- posed Town well, has already been subdivided into 20 lots under old half-acre zoning and is imminently threatened with development. The Town would seek funding assistance from the State 's Self Help pro- gram and any other available state and federal funds, and the Town funding for these purchases would be subject to a ballot election in the fall to exclude the necessary borrowing from the limits of Proposi- tion 2 1/2.
