Raise and appropriate 432,500 : <br /> tothe Interest on Temporary Loans Account and $3250. to the Issuance of Debt <br /> Account This article, along with the following two, seeks <br /> authorization to acquire three critical parcels of <br /> land for conservation and water quality protection <br /> purposes. The parcels are located at the north end <br /> of Santuit Pond surrounding the "Austin" parcel pur= <br /> chased in June of 1986 for well purposes, and an <br /> adjoining parcel of Town conservation land. Acqui- <br /> sition of these parcels serves multiple functions : 1) <br /> protection of water quality in Santuit Pond, which has <br /> been severely impacted by small lot development in its <br /> recharge area, 2) protection of a potential Town water <br /> supply well on the recently-purchased "Austin" property, <br /> 3) protection of wildlife habitat, particularly an <br /> active mute swan nesting area, 4) possible reactivation ' <br /> of cranberry bogs on one parcel as a source of Town <br /> revenues and 5) passive recreation for this intensely <br /> developed neighborhood, including an existing walking <br /> trail along the pond and a beautiful grove of beech and <br /> holly trees on a high bluff overlooking the pond. One <br /> of the parcels, lying less than 50 feet from the pro- <br /> posed Town well, has already been subdivided into 20 <br /> lots under old half-acre zoning and is imminently <br /> threatened with development. The Town would seek <br /> funding assistance from the State 's Self Help pro- <br /> gram and any other available state and federal funds, <br /> and the Town funding for these purchases would be <br /> subject to a ballot election in the fall to exclude <br /> the necessary borrowing from the limits of Proposi- <br /> tion 2 1/2.
