including expenses incidental and related thereto, and to raise such appropriations the Treasurer, with the approval of the Selectmen, be authorized to borrow $1 , 300,000. under and pursuant to Chapter 44, Section 7 (3) , and, Chapter, 40 - Section 8C, of the General Laws, or any other enabling authorityl and to issue bonds or notes of the Town therefor with said bonding authorization contingent upon passage of a referendum to exclude the principal and interest on such debt from the tax - levy limitation imposed by Chapter 59 , Section 21C of the General Laws (so-called Proposi- tion 2 1/2) - and further, to see if the Town will vote to' raise and appropriate $65tOOO. to the Interest on Temporary Loans Account and $13y0UO- to the Issuance of Debt Account; further, to see if the Town will authorize the Board of Selectmen and/or Conservation Commissions to apply for and accept Federal and/or State grants, including reim- bursement under Chapter 132A, Section 11 of the General Laws, to be applied by the Town toward the financing of this purchase, and to enter into contracts and agreements with Federal and/or State agencies, private conservation trusts, or other entities or Persons in connection with the purchase and presezvation for conservation pur- poses of all or a major portion of such land : and finally, to see if the Town will authorize the Conservation Commission and the Board of Selectmen to enter into agreements and execute any and all instruments as may be necessary on behalf of the Town to effectuate said Purchase; Motion to accept as printed. . . .Moderator read Article 58. . . . . .motion carries YES 93. . .No 25. . . . . . . . . . . . . . . . . . . . . . .
