Article 68 : <br /> To see if the Town will vote to authorize and direct the Board of <br /> Selectmen to acquire by purchase or by eminent domain for conservation <br /> purposes all , or a major portion, of a parcel of land of 3 . 6 acres, <br /> more or less , identified on the 1985 Mashpee Assessors ' Maps as Map <br /> 35 , Plot 32 bounded on the west by Lovell ' s Lane , on the north by <br /> Forest-dale Road (Route 130 ) and the land of the Mashpee Wampanoag <br /> Indian Museum, on the east by the Mashpee River and on the south by <br /> lands of the Massachusetts Divisons of Fisheries and Wildlife and now <br /> or formerly of Mary H . Potter, the said land to be held in the care <br /> and custody of the Conservation Commission, pursuant to General Laws <br /> Chapter 40 , Section 8C; further , to see if the Town will vote to <br /> appropriate $12�'e�00 for such purpose, including expenses <br /> incidental and reed' thereto, and to raise such appropriation, the <br /> Treasurer , with the approval of the Selectmen, be authorized to borrow <br /> $125,000. 1under and pursuant to Chapter 44, Section 7 (3) , and, <br /> if applicable , Section 8C, of the General Laws, or any other enabling <br /> authority, and to issue bonds or notes of the Town therefor with said <br /> bonding authorization contingent upon a passage of a referendum to <br /> exclude the principal and interest on such a dent from the tax levy <br /> limitation imposed by Chapter 59, Section 21C of the General Laws <br /> (so-called Proposition 2 1/2) ; and further, to see if the Town will <br /> vote to raise and appropriate $6250. <br /> $625. to the Interest on Temporary Loans Account <br /> to the Issuance of Debt Acocunt; further, to see if the Town will <br /> authorize the Board of Selectmen and/or Conservation Commission to <br /> apply for and accept Federal and/or State grants , including <br /> reimbursement under Chapter 132A, Section 11 of the General Laws, to <br /> be aoolied by the Town toward the financing of this purchase, and to <br /> enter into contracts and agreements with Federal and/or State <br /> agencies, private conservation trusts , or other entities or persons in <br /> connection with the purchase and preservation for conservation pur- <br /> poses of all or a major portion of such land; and finally, to see if <br /> the Town :+ill authorize the Conservation Commission and the Board of <br /> Selectmen to enter into agreements and execute any and all instru- <br /> ments as may be necessary on behaly of the Town to effectuate said <br /> purchase - <br /> Motion to accept as printed. . . . .motion carries YES 146. . . .No 63. . . . . .8:40 .11 <br /> This article seeks authorization to acquire a <br /> parcel of land on the Mashpee River, adjacent to <br /> the Indian Museum, for conservation purposes . The <br /> parcel , which also includes frontage on Lovell ' s <br /> Lane and Route 130 , is an attractive piece of both <br /> upland and wetlands covered with red maple , black <br /> locust , blueberry, red cedar and cherry trees . It <br /> would be the final link in the Mashpee River open <br /> space corridor between Great Heck Road and Route <br /> 130 and could also be used for activities related <br /> to the museum. The Town would seek funding assis- <br /> tance from the State ' s Self Help program and any <br /> other available sources, and any necessary borrowing <br /> by the Town would be subject to a ballot election in <br /> the fall to exclude such debt from the limits of <br /> Proposition 2 1/2 .
