Amended to read I move the Town vote to authorize the Board of Selectmen to acquire by purchase or by eminent domain for conservation purposes all or a portion of a parcel of land of 21 . 3 acres generally described as on the west side of the Mashpee River between said river and River Road and more specifically described as all lots and roadways decribed on a subdivision plan entitled "River Ridge North, Plan of Land in Mashpee, Mass . for River Ridge Trust" dated July 25 , 1986 and recorded at the Barnstable County Registry of Deeds in Plan Book 423 , Page 84, as well as lots 1 , 2 , and 3 , River Road and Ridge Road as described on a sub- division plan entitled "River Ridge South , Plan of Land in Mashpee, Mass . for River Ridge Trust" dated July 25 , 1986 and recorded at the Barnstable County Registry of Deeds in Plan Book 423 , Page 85, copies of which are on file in the Town Clerk ' s office, the said land to be held in the care and custodv of the Conservation Commission, pursuant to General Laws Chapter 40 , Section 8C; further, the Town vote to appropriate $1, 500 , 000 for such purpose, including expenses incidental and related thereto and to raise such appropriation , the Treasurer, with the approval of the Selectmen, be authorized to borrow $1 ,5009000. under and pursuant to Chapter 44 , Section 7 ( 3) of the General Laws, or any other enabling authority, and to issue bonds or notes of the Town therefor with said bonding authorization contingent upon the Town receiving formal notification of state or federal grants or receiving donations totaling 81 , 500 , 000 as well as receiving dona- tions to offset the entire cost of issuing the bonds or notes, prior to the issuance of any bonds or notes ; and further , that the Town vote zo authorize the Board of Selectmen to expend said donation or dona- tions received by the Town to pay the _nterest on the temporary loans Issued , t^e :ebt issuance costs , and -rinCipa'_ Of said loans ; and rur=her , .o gee __ the Town -4 authorize the Soar: of Selectmen :nd/or Conse-•ia= '_on Commission _o 3poly for and acceR _ federal and/or state including reiLmbu :semen _ 'under Chapter Section 11 of the GeneralLaws to be applied zy the Town toward a_he financing of this purchase , and to enter into contracts and agreements with federal and/or state agencies , private conservation trusts , or other entities or persons in connection with the purchase and preservation for conservation purposes of all or a maor portion of such land; and finally, to see if the Town will authorize the Conservation Commission and the Board of Selectmen to enter into agreements and execute any and all instruments as may be necessary on behalf of the Town to effectuate said purchase .
