It was also inquired if there will be a <br /> pedestrian travel beacon or lights. <br /> Rt. 151 is town owned, and Rt. 28 is state owned. <br /> Board Discussion and Comments <br /> Colton Atkinson- He noted this is the new practice and could be made safely with rapid flashing <br /> lighting, overhead due to different lanes, but a lot of times it is located on the side of the road. As <br /> another effort to increase safety, he thinks the crosswalk should be raised to sidewalk level, when <br /> drivers are crossing and there is a change in elevation people naturally reduce speed. This is the early <br /> stages and DOT will likely come back with professional designs, then would be an appropriate time to <br /> comment on our safety concerns. This is important, it is the center of the town with no pedestrian or <br /> bicycle infrastructure, especially towards Quinaquisset. The Eastern Mashpee Corridor Study in 2016 <br /> recommended as part of their long-term plan, continuing the shared use path to the Mashpee town line <br /> by the Barnstable portion of Route 28. The Cape Cod Commission paid for that construction. He would <br /> like the path to complete moving east through that segment of town. <br /> Ms. Waygan would like to send a letter to the DOT sharing these concerns. A shared path coming into <br /> the rotary with 1 Oft. of shared use path and 5ft. separating with grading. She will suggest rapid flashing <br /> lighting and raised crosswalks. The shared use path should be on the outside set back, given the <br /> character of that rotary. Entry into the rotary is fine with two lanes, but towards Hyannis needs to be <br /> one lane. There needs to be community conversations about these crosswalks and a discussion about <br /> traffic calming techniques. <br /> The DOT is planned for Design Review this summer. The December workshop had about 70 people <br /> with public access and a press release. They have to do a detailed analysis, and those crossings will <br /> likely be set back similarly to the Commission's proposal. <br /> Mr. Oakley suggests the shared use paths connect to existing crosswalks that already exist on these <br /> roads. Great Neck Road North and Rt. 28 towards Hyannis don't presently have crosswalks. <br /> Ms. Waygan inquired about the number of comments made at the public engagement. <br /> Tim Dorsey- He noted there is already congestion with people who cannot approach, then they want to <br /> paint all this graffiti in the road, which will slow people down further and cause more congestion. There <br /> is an ancient cartway that runs behind the Picnic Box, that would bypass the rotary. <br /> Mr. Tobin is waiting for a call back from MassDOT. <br /> OLD BUSINESS <br /> Ockway Highlands Tripartite Agreement Request for Release <br /> Mr. Morin is adamant about Mr. Pesce's presence and has asked for a continuance to his next <br /> available date which is May 22, 2025. <br /> Housing Production Plan Update <br /> Last week, Mr. Tobin, Ms. Faulkner, and Ms. Waygan met with Barrett Planning Group's Alexis <br /> Lanzillotta, along with Mike Sparks and Paula Peters from the Affordable Housing Committee. <br /> 3 <br />
